Position Summary
The Technical Program Manager is a technology leader responsible for communication, coordination, tracking, and execution of IT projects and technical workstreams within the
Focus areas:
  • IT project delivery and technology coordination
  • Alignment with RHTP IT Program Management Office
  • Tracking progress, risks, issues, dependencies, and readiness across IT activities

Core Responsibilities
Cross-Agency Communication and Stakeholder Coordination
  • Serve as IT coordination point across program teams, IT leads, vendors, and partners
  • Facilitate communication among agencies, providers, and vendors
  • Provide concise project and portfolio updates to leadership
  • Prepare executive-level briefings, risk summaries, and status reports

IT Project Management and Delivery Tracking
  • Manage assigned IT projects from planning to operations
  • Track progress, risks, issues, dependencies, and deliverables
  • Develop standards, templates, RAID logs, and trackers
  • Ensure alignment with enterprise architecture, security, and standards

Vendor and Contract Coordination
  • Track vendor deliverables, risks, and performance
  • Support procurement, contract follow-up, and deliverable acceptance
  • Monitor project metrics including budget, milestones, and resource forecasts

Readiness Management
  • Facilitate readiness discussions with stakeholders
  • Document acceptance criteria and operational considerations

Technology Workstream Support

Integration Analysis and Documentation
  • Review and document integration specifications and data exchange requirements

Required Qualifications
  • 7+ years managing complex IT projects or healthcare technology programs
  • 5+ years leading cross-functional technical teams
  • Experience in healthcare IT, public health, Medicaid, EMS, or regulated data programs
  • Strong stakeholder engagement and executive-level reporting experience
  • Knowledge of interoperability solutions (HRE, EMS, HIEs, APIs, HL7/FHIR, EDI)
  • Experience with SQL, ETL, data mapping, dashboards, and cloud platforms (AWS, Azure, Google Cloud Platform preferred)
  • Familiarity with Agile, Scrum, Waterfall, SDLC, release management, and governance
  • Tools: Jira, Azure DevOps, MS Project, Visio, SharePoint, Confluence, Tableau, Power BI
  • Experience with PII, PHI, HIPAA, NIST security practices, accessibility standards

Preferred Qualifications
  • Certifications: PMP, PgMP, PMI-ACP, CSM, SAFe, TOGAF, AWS, Azure, Google Cloud Platform, ITIL, IIBA, Six Sigma
  • Experience supporting state government, Medicaid agencies, public health departments, or federally funded programs
