Defense Technology Portfolio Lead

As a Defense Technology Portfolio Lead, you’ll help shape the future of mission‑driven technology by guiding high‑impact programs, advancing innovative solutions, and strengthening the operational capabilities of clients across the Department of War, including the Navy, expeditionary forces, and reserve components.

In this role, you’ll be responsible for building and leading program and project teams to support all aspects of the system delivery lifecycle. You’ll manage a broad portfolio supporting Navy initiatives, Fleet customers, and Marine Corps‑aligned work, ensuring successful delivery of modern technical solutions that accelerate readiness and decision advantage. You’ll maintain responsibility for providing guidance and direction on technical management, business management, risk management, solution or service delivery, and overall contract performance, and you will also maintain responsibility for reviewing the financial performance of existing programs. Additionally, you will be responsible for strategic growth by building and maturing multimillion‑dollar pipelines—identifying new opportunities, shaping emerging requirements, and expanding white space in mission areas that matter.

What You’ll Work On
  • Develop and grow a robust business pipeline, including tactical sales, opportunity shaping, and whitespace expansion.
  • Lead complex technical programs and manage high performing technical teams through the full delivery lifecycle.
  • Deliver innovative, mission‑aligned solutions across DoW and Navy portfolios.
  • Support low‑code or no‑code development efforts using platforms such as Power Apps and Foundry and leverage Microsoft Cloud and the War Data Platform.
  • Contribute to analytics efforts, including AI‑enabled insights to support operational decision‑making.
  • Identify, assess, and mitigate technical risks to ensure delivery excellence.
  • Collaborate closely with senior clients to guide strategy, performance, and mission outcomes.

You Have
  • 10+ years of experience with program management and business development for large‑scale DoW or federal government IT programs.
  • 5+ years of experience supporting proposals and identifying, managing, and mitigating technical risks for complex programs.
  • 5+ years of experience managing complex technical projects and leading technical teams.
  • Experience developing and managing multimillion‑dollar pipelines, including shaping solutions and requirements.
  • Experience with risk identification and risk mitigation.
  • Knowledge of low‑code or no‑code platforms such as Power Apps or Foundry, Microsoft Cloud, and mission data platforms.
  • Secret clearance.
  • Bachelor’s degree.

The projected compensation range for this position is $142,900.00 to $266,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen’s total compensation package for employees.
