Pay Rate: $25/hour (W2)
Duration: 3-month contract (January 26, 2026 - April 24, 2026)
Schedule: Full-time, 37.5 hours/week, Monday-Friday, 8:00 AM - 4:30 PM (CST)
Position Summary:
TDOT is seeking a detail-oriented and proactive Contract Compliance Officer to support the department's nondiscrimination programs, including Title VI, Equal Employment Opportunity (EEO), Small Business Development, and Disadvantaged Business Enterprise (DBE) initiatives. This role is responsible for DBE certification, compliance monitoring, data analysis, and reporting, ensuring adherence to state and federal regulations.
Key Responsibilities:
DBE Certification & Renewal:
  • Process and review DBE certification applications and renewals
  • Ensure completeness and accuracy of applications
  • Conduct on-site interviews as part of the certification process
  • Maintain TDOT DBE internal listings and online database

DBE Compliance & Program Support:
  • Support DBE goal setting and tracking
  • Validate DBE goal-tracking formulas
  • Prepare and submit bi-annual FHWA compliance reports
  • Communicate with and resolve issues between Prime contractors and DBEs
  • Investigate compliance concerns, including fraud or abuse risks
  • Support DBE goal setting for Enhancement Grants and Local Programs

File Management:
  • Maintain organized, complete, and confidential compliance files
  • Ensure document security and proper chain of custody

Data Analytics & Reporting:
  • Use data analytics tools to identify potential compliance risks
  • Apply data visualization tools to communicate findings and trends
Qualifications:
Required:
  • Bachelor's degree from an accredited college or university OR equivalent professional experience (year-for-year substitution, up to 4 years)
  • Minimum 3 years of experience in one or more of the following:
    • Data analysis related to fiscal or manpower policies
    • Implementation of EEO policies or compliance programs
    • Highway construction inspection or design

Preferred:
  • Experience with Microsoft Excel and/or Power BI
  • Knowledge of federal and state regulations
  • Strong customer service, communication, and stakeholder management skills
