Traffic Control Flagger – Tri-State Region (Eastern PA, DE, & MD)

We are seeking reliable, safety-focused Traffic Control Flaggers to support our growing operations across Eastern Pennsylvania, Delaware, and Maryland. This position is responsible for protecting the public, crew members, and equipment by safely directing traffic through active construction and utility work zones. Key Responsibilities

• Direct vehicular and pedestrian traffic through work zones on state, county, and local roadways in accordance with state DOT standards and the MUTCD.
• Set up, maintain, and remove TCP (Traffic Control Plan) devices including cones, drums, barricades, arrow boards, and regulatory signage per approved plans.
• Operate two-way radios to coordinate with fellow flaggers, crew supervisors, and when required, local law enforcement.
• Ensure compliance with OSHA, state DOT guidelines, and all applicable regional work zone safety requirements.
• Monitor changing traffic and site conditions and immediately report hazards to the supervisor.
• Maintain a professional and courteous demeanor when interacting with the motoring public.
• Assist with traffic control setup and breakdown as directed by the Traffic Control Supervisor (TCS).
• Complete and maintain accurate daily logs, flagger activity reports, and incident documentation as required by project specifications.
• Adhere strictly to project-specific Temporary Traffic Control (TTC) Plans on all state and locally administered projects. 

Regional Certification & Safety Requirements

• Must hold a valid Flagger Certification accepted in our tri-state footprint (PennDOT, DelDOT, or MD SHA approved) or be willing to obtain one before your first field assignment.
• Certification must be current and not expired.
• Familiarity with the Manual on Uniform Traffic Control Devices (MUTCD) and regional Work Zone Safety guidelines is strongly preferred.
• Must comply with all federal (OSHA) and state-specific safety regulations (such as MOSH in MD) applicable to highway work zones.
• Some projects may require coordination with state or local law enforcement—professional conduct is mandatory at all times. 

General Requirements

• Must be 18 years of age or older.
• Valid driver's license preferred (and reliable transportation to shift locations across the region).
• Ability to stand for extended periods (8–12 hours) in all weather conditions.
• Strong situational awareness, calm under pressure, and excellent communication skills.
• Ability to lift up to 50 lbs and perform physical setup of traffic control equipment.
• Punctual, dependable, and safety-first mindset.
• Ability to read and interpret basic TCP plan layouts.

Preferred Qualifications

• Prior flagger or traffic control experience on PennDOT, DelDOT, or MD SHA projects.
• Experience working in utility, natural gas, electric, or road construction.
• Traffic Control Supervisor (TCS) certification—a plus for those seeking advancement.
• First Aid / CPR certification.
• Bilingual (English/Spanish) a plus. 

Working Conditions

• Outdoor work in all regional weather conditions including summer heat, humidity, winter cold, and rain.
• Extended periods of standing on active roadways and uneven terrain.
• Direct exposure to moving vehicle traffic and heavy construction equipment.
• Early morning starts; overtime, weekend, and emergency callout work may be required.
• Daily travel to various project sites within Eastern PA, Delaware, and Maryland.

Certification Information

If you do not yet hold a valid flagger certification for PA, DE, or MD, training is widely accessible. Many states accept the American Traffic Safety Services Association (ATSSA) certification, which is recognized across state lines.
