Qualifications:

Federal experience is not required. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week, on your resume.
You must meet the following requirements by the closing date of this announcement.
QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below:
SPECIALIZED EXPERIENCE FOR GS-15:
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes:

  • Legal, tax accounting, or other experience that required knowledge of Federal tax laws, regulations, precedent decisions, or other areas related to the position to be filled.
  • Preparing, reviewing, or applying rulings, advisory letters, memoranda, etc. related to Federal taxation.
  • Analyzing and adjudicating tax claims, appeals, settlement offers, or similar work related to Federal tax operations.
  • Work as an attorney that required legal research, analysis, and preparation of briefs or similar documents interpreting laws and regulations.
  • Work as an accountant, auditor, or investigator that required application of Federal tax accounting principles and/or the Internal Revenue Code and related laws.

Additional experience includes:
  • Demonstrating accomplishment of legal, tax accounting, or other project assignments that required a wide range of mastery knowledge of Federal tax laws, regulations, precedent decisions, or other areas directly related to this position.
  • Coordinating and communicating with exempt organizations (non-profit organizations) and demonstrate the ability to analyze several alternative approaches in the process of advising management concerning major aspects of Federal tax laws, regulations, and precedent decisions.
  • Applying Federal tax laws, regulations, precedent decisions, or other guidance to tax exempt organizations;
  • Conducting legal research and analysis, and preparing briefs or similar documents that interpret laws and regulations related to tax exempt organizations;
  • Applying the Internal Revenue Code, regulations, procedures, published rulings, and court decisions related to tax exempt organizations;
  • Advising the Division Commissioner or Division Director/Director, Technical Guidance, or Director Affordable Care Act (ACA) (Or other applicable leadership positions) on issues pertaining to uniform interpretation and application of laws involving ACA or organizations exempt from income tax, and procedural and administrative provisions with respect to such organizations;
  • Reviewing proposed legislation and regulations and proposed revenue rulings for adequacy and accuracy, and advising Division Commissioner or Division Director/Director, Technical Guidance or Director ACA (Or other applicable leadership positions)on potential areas of controversy or conflict and overall technical soundness of proposals and evaluates the effect of legislation and court decisions on programs.
  • Coordinating, on behalf of the Division Commissioner or Division Director/Director, Technical Guidance, or Director ACA with the Office of the Chief Counsel, Health Care Counsel, other Operation Divisions and/or Justice Department (Or other applicable leadership positions) in providing technical advice and assistance in connection with ACA, employee plans, exempt organizations, or government entity or appeals matters in litigation or preparing to go to litigation.

  • MINIMUM AGE REQUIREMENT: Minimum age for federal employment is 18 years old, or at least 16 years old and have:
    • Graduated from high school or been awarded a certificate equivalent to graduating from high school; or
    • Completed a formal vocational training program; or
    • Received a statement from school authorities agreeing with your preference for employment rather than continuing your education.
