Job description

The ideal candidate will be customer service focused, have excellent communication
skills and the ability to multi-task while prioritizing their duties.   

  • Responsibilities:
  • Handle all hands-on recruitment of staff in the PA office
  • Update or Write Job descriptions for all levels of staff
  • Write offer letters and conduct new hire orientations
  • Handle the background check responsibilities of new hires
  • Input employee information in the HIRS System
  • Assist the Director of HR with the Benefits renewal negotiation annually (prepare censuses for (PA and other offices)
  • Assist with handling Employee Relations issues
  • Execute the Agency’s strategy by assisting the Director of Human Resources with:
  • Planning and administration of HR programs and processes, in the areas of:
  • Workforce planning
  • Employee orientation and onboarding
  • Performance management, career development, and learning
  • Total rewards, including compensation and benefits
  • Firm culture and environment
  • Developing new HR programs and processes to support the Agency’s strategy of attracting, growing, motivating, and including people, in the areas of:
  • Employee branding
  • Employee engagement
  • Talent management, including competency frameworks
  • Other programs, including areas such as workplace flexibility, service award, corporate responsibility
  • In consultation with the Director of Human Resources, coach and counsel employees on professional and personal matters and manage employee relations
  • Handle all recruitment efforts
  • Monthly prepare a turnover report to be submitted to the Director of HR
  • Prepare reports as required by the Director of HR
  • Taking appropriate disciplinary action against employees who violate rules and Regulations and addressing employee grievances
  • Evaluating employee performance and appraising their pay scale accordingly, and providing recommendations to management
  • Provide a dedicated and effective HR advisory service to employees that covers
  • Absence and health issues, conduct and capability, grievances, organizational change, and all other employee-relations matters. Conduct investigations.
  • Manage employee advocacy and conflict resolution.
  • Supervise all benefits enrollment and handle employees’ questions regarding benefits.
  • Track Performance Appraisals Annually and by the Introductory Period
  • Review all performance appraisals submitted by the Directors to ensure that the employee’s communication is clear
  • Assist in reviewing all disciplinary action paperwork submitted by the Directors and Managers.
  • Handle all HR-related functions as required
  • Prepare and report EEOC information annual
  • Perform all other reporting as requested or required
  • Handle all unemployment requests
  • Sign and review all verification of employment requests and other HR-related letters
  • Work with the Director on writing new and updating current policies and procedures for the organization
  • All other tasks assigned
  • Training Responsibilities:
  • Conduct Annual Sexual Harassment training
  • Conduct Performance Management training (2 times a year)
  • Conduct Management training with the Director of HR
  • Prepare material for all management and HR training

The successful candidate will have demonstrated accomplishments and
strong managerial, interpersonal, and problem-solving skills. Candidates must have:

  • A bachelor's degree preferably in human resource management or a related field
  • Working knowledge of employment law and major HR functions
  • Have an understanding of change management principles
  • Exceptional customer service, teaming, and consultative skills
  • Expert knowledge of compliance with ACA, FLSA, FMLA, and EEOC, PFL,
  • BLS, federal, state, and local laws is essential. The position is responsible for
  • Achieving agency goals, benefits administration employee relations, recruitment,
  • Performance management, staff development and training, and HRIS. Must
  • Possess strong communication, writing, and computer skills.
  • Working Conditions:
  • Mental Demands/Physical Demands/Environmental Factors: Ability to think clearly in stressful situations, a high-stress tolerance required, and work with frequent interruptions.
  • Frequent prolonged and irregular hours may be required.
