Position Overview
As an HR Specialist, you will be managing full-cycle recruiting efforts for technical, professional, and field-based positions supporting power generation construction projects. This role partners closely with hiring managers, operations leaders, and human resources teams to attract, engage, and hire top talent across disciplines including project controls, quality, safety, and craft supervision. The Talent Acquisiton Advisor develops sourcing strategies, builds talent pipelines, drives workforce planning intiaitves, and ensures an exceptional candidate experience whiel supporting critical business objectives.

District Overview
HR Operations is an integral partner and service provider at Kiewit. In recent years, we have gone from decentralized HR groups to a unified, shared service team, with various HR Centers of Excellence. Our vision is to be a best-in-class international HR organization.
Location
This position is based out of Lenexa. This is a shared service center in a professional office setting.
Responsibilities
Recruitment & Talent Acquisition
  • Manage the full recruitment lifecycle from requisition intake through offer acceptance and onboarding.
  • Recruit for a variety of positions including Field Engineers, Project Engineers, Superintendents, Construction Managers, Project Managers, Quality Professionals, Safety Professionals, Commissioning Specialists, and other power generation roles.
  • Partner with hiring managers to understand staffing needs, project timelines, and workforce planning requirements.
  • Conduct candidate screenings, interviews, assessments, and reference checks.
  • Develop competitive offers in collaboration with hiring managers, HR, and compensation teams.

Talent Sourcing & Pipeline Development
  • Develop and execute sourcing strategies utilizing LinkedIn Recruiter, job boards, referrals, networking events, industry associations, and direct sourcing techniques.
  • Build and maintain talent pipelines for critical and hard-to-fill positions within the power generation market.
  • Identify and engage passive candidates with relevant industry experience.
  • Conduct market research and competitor analysis to support recruiting strategies.

Business Partnership
  • Serve as a strategic talent acquisition partner to operations and leadership teams.
  • Provide labor market insights, recruiting trends, and hiring recommendations.
  • Facilitate intake meetings and establish recruiting plans for high-priority openings.
  • Advise hiring teams on interview best practices, candidate evaluation, and selection processes.

Candidate Experience & Employer Branding
  • Ensure timely communication and a positive experience throughout the recruitment process.
  • Promote the company's culture, values, career opportunities, and project portfolio.
  • Represent the organization at career fairs, industry conferences, networking events, and recruiting initiatives.
  • Support employee referral programs and employer branding campaigns.

Compliance & Reporting
  • Ensure compliance with federal, state, and local employment regulations.
  • Maintain accurate candidate records within the Applicant Tracking System (ATS).
  • Track recruiting metrics including time-to-fill, source effectiveness, acceptance rates, and pipeline health.
  • Support affirmative action, diversity recruiting, and workforce planning initiatives.

Qualifications
  • Bachelor's degree in Human Resources, Business Administration, Communications, Psychology, or a related field, or equivalent combination of education and experience.
  • 3+ years of full-cycle recruiting experience, preferably supporting engineering, construction, industrial, energy, or power generation organizations.
  • Experience sourcing and recruiting technical and field-based professionals.
  • Knowledge of recruiting best practices, employment laws, and hiring processes.
  • Experience utilizing Applicant Tracking Systems (ATS) and sourcing tools such as LinkedIn Recruiter.
  • Ability to manage multiple requisitions and competing priorities in a fast-paced environment.
  • Highly motivated, with a demonstrated passion for excellence and taking initiative
  • Strong work ethic, willing to do what it takes to get the job done right the first time
