DIVISION OVERVIEW:

Goodwill SWPAโ€™s Human Services division is responsible for making Goodwillโ€™s overarching vision a reality: enhancing peopleโ€™s dignity and quality of life by strengthening communities and helping those with barriers to employment reach their full potential through workforce education and support. The Human Services division fulfills this mission providing high quality, outcome-oriented services for program participants by utilizing a comprehensive service delivery model covering a broad array of social programs.

DEPARTMENT OVERVIEW:

Within the Human Services Division is the Community Services department, a subsection of the Education, Training, and Assessment services branch. Community Services coordinates services and resources, both within Goodwill SWPA and through external partners, for participants accross all Goodwill programs and community members facing barriers preventing participation in their local workforce. Goodwill SWPA programming operated directly by the Community Services department include our local Opportunity Centers, Welcome Center, and the Give Back Program.

PROGRAM SUMMARY:

While this position will be working with internal and external services and resources accross all of Goodwill SWPA's regions, there will be a special focus on the Give Back Program. The Give Back Program is a system of partnerships with nonprofit organizations throughout Goodwill SWPAโ€™s service regions. The goal of this program is to eliminate barriers to opportunities and strengthen communities, by meeting the needs of the individuals served by participating partners as well as their families. This program provides eligible nonprofits with retail vouchers redeemable at any Goodwill thrift store within the territory. These vouchers are then distributed to individuals and families served by each organization, based on their needs.

POSITION SUMMARY:

This position is instrumental in coordinating and supporting internal and external awareness of Goodwill SWPA Human Services and programs across our extensive multi-county territory, including direct oversight of the Give Back Program. Responsibilities include strategically developing and enhancing regional community outreach and recruitment; staff oversight and support; data management and reporting; direct support for daily operations; and serving as a key point of contact in facilitating the referral and warm hand-off community members to the Welcome Center for enrollment in Goodwillโ€™s programs and services. The Outreach Coordinator ensures policies and procedures adhere to best practice and assists the Community Services department with communicating the mission, values, and available services to prospective participants and partners, regardless of their geographic proximity to physical programming.

The Outreach Coordinator cultivates a healthy workplace and service environment by leading with cultural competence, ensuring outreach is linguistically appropriate and accessible to diverse populations, encouraging change efforts in support of Goodwillโ€™s continuous improvement efforts, fostering teamwork, valuing relationships with all stakeholders (clients, staff, agency partners) and driving services to achieve maximum impact on participant outcomes.

Status: Regular, Full-time, Exempt.

Location: Workforce Development Center - 118 52nd St, Pittsburgh, PA 15201.

External Hiring Range: $47,590 to $52,624.

Schedule: Monday - Friday, 8 AM to 4 PM. Some evenings and weekends may be required, depending on department needs.

Travel: Travel to Goodwill SWPA service sights and partner locations may be required.

RESPONSIBILITIES:

Outreach Coordination:

  • Implement and maintain standardized processes for sharing service information between internal program leaders, outreach team, and community members to ensure organizational alignment.
  • Facilitate cross-departmental coordination between Opportunity Centers, Welcome Center, and additional relevant programs to ensure consistent professional agency representation.
  • Manage staff schedules to ensure service continuity and provide direct support to meet outreach requirements and coverage responsive to participant and community partner needs.
  • Guide the Outreach team in prioritizing outreach opportunities to maximize recruitment impact and ensure the highest value fit for Goodwillโ€™s mission.
  • Partner with Data, Compliance and Quality Assurance teams to address identified service gaps and support impact, effectiveness, and growth of Goodwillโ€™s footprint, ensuring all outreach efforts align with regional and industry standards.

Relationship Management:

  • Develop and maintain relationships with area partners, in conjunction with Community Services team and other internal stakeholders, to strengthen referral networks and increase external awareness of the Give Back Program.
  • Conduct ongoing engagement (virtual, phone, and in-person meetings) with staff at their service delivery locations to support integrated service delivery efforts.
  • Communicate with other interdisciplinary team members regarding participant linkage to services to ensure service connection and best-fit.

Data Management:

  • Complete monthly and quarterly status reports to update departmental leadership in compliance with funding, agency, and service requirements.
  • Maintain a centralized system for documenting Outreach team and Give Back Program activity, ensuring all external engagement and referral outcomes are documented within the agencyโ€™s official tracking system to eliminate data silos.
  • Analyze and evaluate data to make recommendations for possible action based on findings.
  • Perform routine audits of team data entry to ensure accurate and timely compliance with documentation standards and provide corrective coaching to staff to maintain data integrity.

Special Projects:

  • Identify and support continuous improvement projects related to agency outreach under the direction of leadership.
  • Represent Community Services as a stakeholder on other departmental teams, advancing agency initiatives and the implementation of core services across the organization.
  • Manage special projects and initiatives within Community Services under direction of Director of Community Services and with collaborative input from Community Services team members.
  • Support the sharing of information related to special projects within other programs between divisions and externally to community partners when relevant to ensure organizational alignment and project transparency.
  • Coordinate the rollout of staff adoption of standardized outreach tools and processes across all service delivery locations to eliminate operational silos.

Policies and Standards:

  • Be aware of and follow guidelines for all applicable regulatory entities such as Department of Public Welfare, Department of Labor, and PA Department of Education.
  • Collect all necessary data to plan and evaluate programming.

QUALIFICATIONS:

Education and Years of Experience:

  • High School Diploma AND 6+ years of relevant experience. OR
  • Bachelors Degree in Human Services, Social Services, Social Work, or other related field AND 2+ years of relevant experience.

Required:

  • Experience working with historically under represented communities.
  • Proven ability to expand non-profit programming at a wide regional level.

Preferred

  • Experience in a supervisory role.

REQUIRED CLEARANCES, LICENSES, AND CERTIFICATIONS:

  • Qualified candidates must have a valid driver's license, active insurance policy, and reliable transportation for local travel.
