Position Summary

OMG Federal is seeking an experienced Project Engineer / Submittal Manager to support recovery and closeout efforts on an active United States Air Force construction project in Oklahoma City. This person will be a consultant or 1099 contractor on a short-term assignment that could be extended based on a project's needs.

Primary Responsibilities

  • Assume day-to-day ownership of the project submittal register.
  • Review, audit, and reconcile all existing submittals for accuracy, status, completeness, and specification compliance.
  • Identify missing, overdue, deficient, duplicate, or improperly coded submittals.
  • Coordinate directly with subcontractors and vendors to obtain required documentation.
  • Prepare, organize, and route submittals in accordance with contract requirements.
  • Ensure submittals comply with applicable specifications, drawings, UFC/UFGS requirements, and government formatting standards.
  • Able to coordinate effectively across multiple stakeholders without creating unnecessary conflict or delay.
  • Bring the submittal register to an accurate and current status.
  • Eliminate backlog conditions.
  • Improve turnaround and tracking processes.
  • Support recovery of schedule-critical procurement and installation activities.
  • Provide weekly status reporting with measurable progress metrics.
  • Track government review timelines and follow up on pending actions.
  • Coordinate closely with QC staff, project management, procurement, and field supervision to prioritize critical-path submittals.
  • Maintain accurate logs, revision histories, and status reporting.
  • Develop and maintain recovery plans for delinquent submittals.
  • Participate in owner/contractor meetings as needed to provide status updates.
  • Support project closeout documentation efforts as required.

Required Qualifications

  • A minimum of five (5) years of experience managing construction submittals on federal construction projects; in a federal or military settting is highly preferred.
  • A high school diploma or equivalent is required
  • Demonstrated experience with USAF, USACE, or NAVFAC construction contracts.
  • Strong understanding of federal construction specifications and administrative requirements.
  • Ability to independently manage large and complex submittal registers.
  • Strong organizational, communication, and coordination skills.
  • Ability to identify specification-driven submittal requirements and sequencing impacts.
  • Proficiency with Microsoft Office Suite, PDF editing/management tools, and document control systems.
  • Ability to successfully pass a background check

Preferred Qualifications

  • Experience recovering severely delinquent submittal programs.
  • Experience supporting project closeout on federal projects.
  • Background in quality control management or construction project engineering.
  • Prior experience on active military installations.
  • Ability to travel periodically to project site if needed
