Job description

The Office of Homeless Services (OHS) is seeking a highly qualified Homeless Services Strategy Analyst to conduct a comprehensive evaluation of Utah's homeless services system and identify strategic opportunities to improve outcomes, strengthen accountability, and maximize the effectiveness of public investments. The key goal of this position is to work with state and local leaders to craft Utah's 3-year strategic plan. 
This time limited position will assess the performance of the state's homeless services response, evaluate how well current programs and funding strategies achieve intended outcomes, identify strengths and areas for improvement, and develop actionable recommendations to advance an outcomes-driven homeless services system.
The strategy analyst will work closely with OHS staff, grantees, Continuums of Care, local partners, and other stakeholders to evaluate system performance and recommend strategies that improve throughput outcomes, resource allocation, provider accountability, and overall system effectiveness.

This is a temporary, funding and time limited position, expected to conclude on or before June 30, 2027.

The Strategy Analyst will:

  • Conduct a comprehensive assessment of Utah's homeless services system, including prevention, diversion, street outreach, emergency shelter, rapid rehousing, permanent supportive housing, transitional housing, and other housing stabilization programs.
  • Evaluate the effectiveness of current funding strategies, service models, and program investments in achieving desired client and system outcomes.
  • Identify strengths, successful practices, and high-performing programs that should be expanded or replicated.
  • Identify systemic barriers, service gaps, inefficiencies, and duplicative efforts that limit system performance.
  • Assess alignment between current funding priorities, program requirements, and statewide strategic objectives.
  • Evaluate the effectiveness of existing accountability measures, performance expectations, and oversight practices.
  • Review governance, coordination, and collaboration among state agencies, local partners, Continuums of Care, and service providers.
  • Craft a 3-year strategic plan for the Utah Office of Homeless Services.Â
