Job description

Opportunity PeopleTec is currently seeking a Contract Specialist to support our Huntsville, AL location. Contract Specialist is a seasoned acquisition professional position, preferably certified as DAWIA Level 2 or 3 and/or FAC-C, that shall perform complex contracting and acquisition business functions that include market research, analyses, documentation preparation and review, price and/or analyses or areas of emphasis. Other acquisition activities include sourcing supplies and services through active engagement with Industry partners. These efforts shall address contracting, and business activities associated with the entire pre-award and post-award acquisition lifecycle framework, to include R&D procurement, FAR-based contracts, and prototyping contracts/Other Transaction Authority (OTA) agreements, to include technical and cost/price negotiations support. Duties: * Deliver high-level support services in the areas of system acquisition and contracting for the planning, developing, sourcing, procuring, and fielding of program and project procurement activities. These activities are conducted in coordination and cooperation with PAE Fires Chief of the Contracting Office and other Contracting Officers at Redstone Arsenal. * Conduct technical analysis acquisition sourcing requirements for PAE Fires' programs and projects. Generate acquisition documentation to support diverse acquisition and contracting strategies. Draft required Acquisition Plans (APs), Acquisition Strategies (AS), Determinations and Findings, Justifications and Approval, and other DODI 5000 acquisition requirements that are staffed and edited through PAE Fires' chain of command. * Position develops the sourcing and contracting strategies for PAE Fires programs, like the Advanced Fires Project Office and other PAE Fires priority programs. Use best practices from prior contracts and acquisitions to improve the times from requirements definition to source selection to contract award. Work with project offices to draft requirements documents with the Government's desired technical outcomes identified. Draft acquisition and contracting requirements documents for Request for White Papers (RFWPs), and Request for Prototype Proposals (RFPPs) including instructions to Industry as well as evaluation criteria for PAE Fires; Contracts and other Contracting entities (i.e. Army Contracting Command) and consortium contracts with other agencies. Assist in publishing Requests for Information (RFIs), RFWPs, and RFPP on Sam.Gov for Industry review and response. Draft required Determination and Findings (D&F) required to conduct these procurements as an Other Transaction Authority (OTA) and other purposed. Draft Justification and Approval (J&A) documents to support single vendor selections on non-competitive procurements. Position does not provide simply administrative support, it also provides detailed technical input, parameters, and guidance to create cogent, actionable SOWs/SOOs that are fully compliant with federal and DOD acquisition regulations. Position is also not limited to the pre-award acquisition activities; it also is heavily involved in the important post-award activities of PAE Fires' projects and contracts. * Conduct price/cost evaluation reports on PAE Fires' requirements. Conduct complex reviews and evaluations by comparing the technical proposal to requirements (i.e., the SOW or SOO), and conduct detailed reviews of labor costs, labor categories, labor hours, assessing each for reasonableness. Evaluation reports also review material, travel, and overhead costs and summarize the findings in its report in order that the contracting office has confidence that the proposed solution meets the requirements and that the price is fair and reasonable. Qualifications Required Skills/Experience : * 10+ years of experience * Must be a U.S. Citizen * An active DoD Secret clearance is required to perform this work. Candidates are required to have an active Secret clearance upon hire, and the ability to maintain this level of clearance during their employment.
