As aSubcontracts Manager 2, located in Huntsville, AL, you'llbea linchpin in missions of paramount importance, defining the art of the possible from day one.

Key Responsibilities:

  • Manages a team of approximately 10 Subcontract Administrators and play a key role in ensuring subcontracts are placed meeting program cost and schedule objectives

  • Negotiates subcontractor price, schedule, milestone payments, terms and conditions, to ensure NGC is making favorable business deals with leverage to overcome subcontractor performance issues

  • Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk with supply base or internal processes

  • Support performance management of subcontractors, and, depending on the size of the subcontract, act as lead member of a Supplier Management Team. Experienced with and can contribute to the evaluation of the supply base performance in the SAMS tool; can identify and resolve supplier performance issues; collaborates with the GSC PMs to support supplier performance and help manage supplier Return to Green Plans (RTG's)

  • Ensures compliance with NGC policy and procedures, FAR, and customer contractual flow-downs

  • Supports NGC proposals and influence quick-turn quotations from subcontractors

  • Supports Subcontracts Specialists through all phases of the Subcontract including requests for proposal, contracting strategy, contract negotiation, contract administration and contract closeout to ensure contract acquisition and fulfillment is in accordance with company policies, legal requirements, and Customer specifications.

  • Acts as the Subject Matter Expert (SME) and the main focal point for Subcontract activities relating to negotiating, interpreting and implementing contract terms and requirements, including the compliant contractual implementation of data rights.

  • Advises management of contractual rights and obligations.

  • Performs independent research and analysis of complex and strategically important risks related to suppliers.

  • Coordinates with cross-functional teams on complex issues and risks to develop and present appropriate mitigation plans to Supplier Management Teams and Leadership.

  • Coordinates with Contracts team on proposed new or revised contract terms or requirements; facilitates flow-down to Subcontracts Specialists by identifying and communicating any potential impacts or implications for consideration.

  • Identifies and closes knowledge gaps across all Subcontract Specialist levels by creating and presenting trainings and mentorship.

Basic Qualifications:

  • Bachelor's Degree and a minimum of 8 years of experience in Subcontracts or Contracts - OR - Master's Degree and a minimum of 6 years of experience in Subcontracts or Contracts; in lieu of degree 12 years of experience in Subcontracts or Contracts may be considered

  • Minimum 2 years' experience leading a team or as an IPT Lead

  • Knowledgeable in FAR, DFARS, and corporate flow downs, data rights negotiations, and commercial item determination

  • US citizenship and must be able to obtain and maintain a Secret clearance with the ability to acquire an SCIor TS clearance

Preferred Qualifications:

  • Has worked a prior role in the Subcontracts or Contracts organizations, managing a contract valued at $25M or greater

  • Experience managing a team of direct reports

  • Experience in Contracts or Subcontracts in the Aerospace and Defense industry

  • Experience working on high dollar firm fixed price and cost-plus development Subcontracts and teaming agreements

  • Experience conducting presentations and collaborating with Senior Leadership Cost Account Manager (CAM), Integrated Product Team Lead, or Supplier Management Team Lead

  • Working knowledge of Earned Value Management System (EVMS)

  • Experience with SAP or related purchasing software, Excel, PowerPoint

  • Proven record of negotiation subcontracts valued greater than $50M

  • TS or SCI clearance

Primary Level Salary Range: $139,800.00 - $209,800.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
