Rates and Regulatory Analyst
Are you someone who enjoys working with numbers, solving analytical problems, and turning complex data into practical recommendations? ScottMadden, a premier management consulting firm, is seeking driven candidates to join our team as an Analyst / Senior Analyst in our Rates and Regulatory Practice. In this role, you will support class cost of service, cost allocation, and rate design studies for electric, gas, water, and wastewater utilities. What You'll Do
In this role, you will work closely with team members on a variety of client projects, gaining valuable experience at the intersection of quantitative analysis, utility regulation, and rate strategy. You will help develop class cost of service studies, cost allocation models, and rate design analyses for electric, gas, water, and wastewater utilities. This position is a strong fit for someone who enjoys working with data, spreadsheets, numbers, and analytical models, and who wants to learn how utilities recover costs and design rates for different customer classes.
Responsibilities include:
  • Support class cost of service, cost allocation, and rate design studies for electric, gas, water, and wastewater utilities
  • Build, review, and maintain analytical models using large data sets, billing determinants, revenue requirements, usage data, and customer class information
  • Perform financial, economic, operational, and statistical analyses to support utility rate and regulatory recommendations
  • Analyze customer usage patterns, revenues, costs, and rate impacts across customer classes
  • Assist with the development of rate options, bill impact analyses, and supporting schedules for client engagements
  • Conduct research on utility rate structures, regulatory precedent, industry practices, and emerging trends
  • Benchmark utility practices to identify innovative approaches and best practices
  • Assist with the development of expert testimony, regulatory filings, reports, presentations, and client deliverables
  • Summarize analytical findings clearly and translate quantitative results into practical business and regulatory insights
  • Manage multiple projects simultaneously, ensuring timely and accurate work products
  • Contribute to internal firm development activities to enhance best practices and knowledge sharing

Preferred qualifications include:
  • Bachelor's or master's degree in Accounting, Finance, Mathematics, Statistics, Economics, Business, Data Analytics, or a related field

  • Interest in cost of service, cost allocation, rate design, cost accounting, financial analysis, or utility regulation
  • Strong Excel skills, including the ability or willingness to work with formulas, linked workbooks, large data sets, and analytical models
  • High attention to detail and commitment to producing accurate, well-documented work
  • Excellent written and verbal communication skills, including the ability to summarize findings for both technical and non-technical audiences
