Job description

Position Purpose

Manages the operations of assigned Technical Committee(s) to ensure that they have the resources needed to conduct their work: identifying industry needs, researching need areas and developing appropriate product/technology standards to meet the needs.


Organization Role

This is a mid- to upper level professional individual contributor role in the TCO Division. It may give work direction to others on certain occasions but generally works as an individual contributor. It is a manager of process, not necessarily other people.

The position reports to a Director, Standards Development. It does not regularly supervise other Division personnel.


Responsibilities

1. STRATEGIC AND ANNUAL PROGRAM/BUSINESS PLANNING; A THOUGHT LEADER.

Key/Representative Activities:

Works with the Standards Development Directors to:

• Continuously researches/analyzes the state of standards development activity within ASTM and across other organizations engaged in similar efforts and initiatives.

• Meet with industry representatives as well as related technical committee members to evaluate effectiveness of current standards and opportunities for standards improvement/enhancement opportunities.

• Assist in the preparation of longer-term plans for process and support services improvement as well as opportunities to expand service offerings—new standards areas, new support services and products, etc.

• Assist in the preparation of annual operating and capital spending plans.

• Assures development, interpretation, implementation and monitoring of organization objectives, policies, and operations to ensure effective management of the committee process.


2. MANAGE OPERATIONS OF ASSIGNED TECHNICAL COMMITTEES

Key/Representative Activities:

• Continuously monitor/review performance of current committee operations: programs and services offerings as well as compliance with Division operating policies and procedures.

• Revise/update programs and service offerings to achieve better alignment with committee/member needs and expectations and industry/technology practice trends.

• Suggest revisions/updates to supporting policies and procedures to increase operational efficiency and achieve still higher levels of service to assigned committees.

• Manages committee funds working with executive subcommittees. Monitor actual financial performance v. operating budget for current period.

• Evaluate capabilities and recommend use of external resources as appropriate for development/upgrade of new/current standards service programs.

• Monitor development initiatives to ensure timely completion of standards updates and service program developments.

• Manages program interface with ASTM’s IT department to define service support needs and to develop systems solutions for planning, dissemination of data, and delivery of new/updated standards.


3. MARKETING AND BUSINESS DEVELOPMENT: RELATIONSHIPS WITH CUSTOMER/MEMBER AND OTHER EXTERNAL CONSTITUENCIES.

Key/Representative Activities:

Working broadly with industry leaders as well as Technical Committee members:

• Identifies key industry leaders/providers and establishes/maintains relationships that can lead to new and expanded business opportunities for ASTM.

• Participates in proposal development and presentations, as appropriate, to “sell” ASTM services and capabilities to new constituencies, i.e. centers of excellence, etc.

• Presents to industry groups to enhance awareness of ASTM and its standards development activities.

• Works with ASTM Marketing to hone the ASTM brand/supports consistent application of the ASTM brand and message within the Division.


4. TEAMWORK

Key/Representative Activities:

• Understands role in team situations for given assignments.

• Works cooperatively with team members to accomplish work.

• Requests and provides assistance from/to team members as needed (effective utilization of team capabilities/resources).


Minimum Requirements

• A Bachelor’s degree, preferably in a technical discipline, with 1+ years of business planning and operations management experience involving larger scale, multi-program operations.

• Demonstrated leadership skills/capabilities.

• Marketing/sales orientation.

• Able to travel independently and willing to travel at least 30% of the time.


Preferred Qualifications & Competencies

• Broad knowledge of the standards industry, equivalent to a Bachelor’s degree in a technical discipline, i.e. Sciences, Engineering with 3+ years of progressive management experience involving large, complex service operations, including customized technical services for a diverse, international client population.

• A business management/marketing orientation to look beyond the current program and create strategic plans for the future of the service program/understands the financial aspects of managing a program effectively/profitably.

• Strong communication and interpersonal skills to work effectively with fellow staff, Technical Committee members, vendors, etc. and to represent the organization to the public, to industry representatives.

• Sound analytical and problem-solving skills.

• Demonstrated organizational and planning skills.

• Sufficient manual dexterity to operate typical office machinery and communications devices.
