De Senior Risk Manager is verantwoordelijk voor de inrichting en uitvoering van risicomanagement binnen het ERP en CRM-vervangingsprogramma. De functionaris opereert vanuit de eerste lijn en heeft een actieve monitorende taak ten aanzien van de tweedelijns risicobeheerfunctie (legal, compliance, ORM, IRM, data privacy) binnen de organisatie. Hij of zij identificeert, analyseert, beheerst en monitort risico's. Hij of zij zorgt er voor dat vroegtijdig wordt gesignaleerd en dat mitigerende maatregelen worden geïmplementeerd die resulteren in het beoogd effect. Waar nodig en escaleert hij of zij proactief en treedt op als een gezaghebbende gesprekspartner voor programmamanagement en bestuur.De Senior Risk Manager werkt nauw samen met de programmamanager, projectleiders, de tweedelijns risicobeheerfunctie en relevante interne stakeholders. De functie vereist een hands-on werkstijl, een sterk vermogen tot samenwerking en de bereidheid om bestuurlijk oncomfortabele risico-inzichten helder en tijdig te benoemen en hier eventueel in te adviseren. Kennis van de specifieke context van de semi-overheid, waaronder publieke verantwoording, politieke sensitiviteit en meervoudige stakeholderrelaties, is vereist.

  • Actief monitoren en signaleren van lacunes in controls en blinde vlekken, en waar nodig escaleren naar programmamanagement.
  • Proactief identificeren van programmarisico's op de terreinen planning, datamigratie, systeemintegratie, leveranciersmanagement en organisatieverandering.
  • Voorzien in periodieke risicorapportages en het bijhouden van de risklog ten behoeve van interne governance en toezichthoudende organen.
  • Vertalen van risico-inzichten naar bestuurlijk relevante informatie en adviseren van de programmamanager en stuurgroep.
  • Bewaken van de consistentie tussen programmarisico's en de bredere organisatorische risicobereidheid.
  • Identificeren en benoemen van risico's die voortvloeien uit afhankelijkheden tussen de CRM-implementatie en aanpalende systemen, processen en organisatieonderdelen.
  • Ondersteunen en adviseren van projectleiders bij de herkenning en beheersing van risico's binnen haar deelprojecten, met behoud van eigenaarschap bij de betrokken functionarissen.
  • Zorgdragen dat risicomanagement daadwerkelijk leidt tot tijdige bijsturing en niet beperkt blijft tot formele registratie.
  • Bijdragen aan de ontwikkeling van een risicocultuur binnen het programma, gekenmerkt door eigenaarschap, transparantie en tijdige signalering.
