ITC Federal is seeking an experienced Database Developer/DBA to support the Drug Enforcement Administration (DEA). In this role, you will serve as a senior technical resource responsible for the design, architecture, and development of Oracle database management systems. Acting as a key bridge between application development and database infrastructure, you will build efficient, scalable data structures and high-performing code that meet the demanding requirements of a federal law enforcement environment. The ideal candidate brings deep expertise in data modeling, multitenant isolation, access path optimization, and data security, with the ability to evaluate and recommend both cloud and on-premise DBMS solutions. You will also define database development standards and contribute to technical strategy through presentations and guidance on advanced DBMS concepts.
Responsibilities
  • Application & Initiative Support: Support Special Operations initiatives through advanced database design, relational and dimensional data modeling, and Linux-based Oracle database development.
  • Multitenant Architecture: Architecture and manage isolated data workloads using Oracle Pluggable Databases (PDBs) within Container Databases (CDBs).
  • Performance Tuning: Assist in diagnosing and tuning complex data analytical queries, optimizing execution plans, and leveraging Oracle 23ai/26ai modern performance features (such as AI Vector Search and advanced In-Memory analytics).
  • Developer Collaboration: Provide deep technical expertise and mentorship to application development teams on SQL best practices, data types, and PL/SQL optimization.
  • Data Architecture: Collaborate with data architects on logical data models and seamlessly translate them into optimal physical database structures designed to perform efficiently under high-load profiles.
  • Data Integration: Assist with metadata management and the resolution of semantic conflicts resulting from the integration of disparate data sources.
  • Lifecycle Management: Assist with database decommissioning efforts and the architecture, design, and partitioning of the online archive data store.
  • Security & Compliance: Maintain the security posture of the Linux Oracle platform in accordance with federal DEA control sets, access controls, and automated patch management.

Qualifications
  • Experience: 10+ years of relevant work experience as an Oracle Database Engineer, Developer, or Developer DBA.
  • Oracle Expertise: Deep, hands-on experience with modern Oracle versions, specifically focusing on Oracle 23ai / 26ai architecture and features.
  • Multitenancy: Proven experience designing and managing applications within Oracle Pluggable Databases (PDBs).
  • Data Modeling: Extensive experience in conceptual, logical, and physical data modeling using state-of-the-art tools (e.g., ER/Studio, Oracle SQL Developer Data Modeler).
  • Development Skills: 7-10 years of expertise in large, complex SQL query development, advanced PL/SQL (stored procedures, packages, triggers), and modern Oracle development IDEs.
  • Performance Optimization: Expert-level knowledge of Oracle Internals, execution plans, indexing strategies, and automated performance tuning via Oracle Enterprise Manager (OEM) Cloud Control.
  • Integration: Demonstrated experience in data integration, metadata management, and analytical data stores.
  • Minimum of an active Secret security clearance, required
