What is a solution delivery manager?

A Solution Delivery Manager is a professional responsible for overseeing the planning, implementation, and delivery of technology solutions to meet client or organizational needs. They coordinate cross-functional teams, manage project timelines and budgets, and ensure that delivered solutions align with business objectives. This role often serves as a bridge between technical teams and business stakeholders, ensuring clear communication and successful project outcomes. Solution Delivery Managers may also be involved in post-implementation support and process improvement initiatives.

How does a solution delivery manager typically collaborate with cross-functional teams during project implementation?

As a Solution Delivery Manager, you will frequently coordinate with cross-functional teams—including developers, business analysts, and client stakeholders—to ensure project requirements are clearly understood and delivered on time. You’ll facilitate regular meetings, manage communication between technical and non-technical team members, and address any roadblocks that may arise. This collaborative approach ensures alignment with business goals, efficient risk management, and successful implementation of solutions. Building strong relationships and maintaining transparency are key to thriving in this role.

What are the key skills and qualifications needed to thrive as a solution delivery manager, and why are they important?

To thrive as a Solution Delivery Manager, you need a strong background in project management, business analysis, and solution implementation, often supported by a relevant degree and experience in IT or business environments. Familiarity with project management tools (such as Jira or Microsoft Project), methodologies like Agile or Waterfall, and certifications such as PMP or PRINCE2 is typically expected. Excellent leadership, problem-solving, and stakeholder communication skills help drive team performance and client satisfaction. These capabilities are crucial for ensuring successful project delivery, meeting client requirements, and maintaining organizational efficiency.

Job description

Pay: $145,000.00 - $170,000.00 per year

Job Description: Solutions Delivery Manager

Constellation is seeking a Solutions Delivery Manager to lead delivery across complex, technology-driven initiatives supporting federal clients. Responsibilities include overseeing end-to-end program execution, coordinating across technical and functional teams, and ensuring alignment between client objectives and delivered solutions. The Solutions Delivery Manager partners closely with technical leaders to drive priorities, manage cross-functional dependencies, and support decision-making across multiple workstreams.

This is a client-facing leadership role requiring strong judgment, accountability, and the ability to operate beyond project and schedule task tracking. The Solutions Delivery Manager is expected to engage with technical teams, understand system capabilities and constraints, and effectively translate between stakeholders to ensure delivery outcomes meet mission needs.

A strong technical background and the ability to intuitively understand complex system or programming requirements is essential for this role.

Job Responsibilities:
  • Program Ownership: Owning end-to-end delivery across multiple workstreams and ensuring alignment with client objectives, timelines, and contract requirements. Driving priorities, managing dependencies, and maintaining accountability for overall program performance.
  • Client Leadership: Serving as the primary interface with stakeholders, leading meetings, presenting progress and solutions, and guiding decision-making. Proactively managing expectations, risks, and trade-offs.
  • Delivery Management: Coordinating across technical and functional teams to ensure execution stays on track. Identifying risks, removing blockers, and driving resolution of issues impacting delivery, quality, or schedule.
  • Technical Engagement: Working closely with technical leads to understand system architecture, capabilities, and constraints. Translating between technical teams and stakeholders to ensure clear alignment on requirements and solutions.
  • Decision & Risk Management: Anticipating challenges, escalating appropriately, and making informed decisions to keep delivery moving. Ensuring issues are addressed early and do not become program-level risks.
The ideal candidate must have the following experience, background, and credentials:
  • 8+ years of experience in program management supporting technology-driven initiatives.
  • Demonstrated ownership of end-to-end program delivery across multiple workstreams, extending beyond sprint or task management.
  • Experience working closely with engineering teams, with the ability to understand technical concepts, system architecture, and delivery constraints.
  • Strong client-facing experience, including leading meetings, presenting updates, and driving decisions with stakeholders.
  • Proven ability to manage priorities, risks, and dependencies in complex, fast-paced environments.
  • U.S. citizen able to pass a background investigation by the client agency. DHS clearance with CBP/ICE, or DoD Top-Secret preferred.
Preferred Skills:
  • PMP or Agile certification.
  • Technical background with Python, SQL, or full-stack application development.
  • Experience with DHS or government financial invoicing and reconciliation processes.
  • Experience supporting federal programs or mission-critical operations.
  • Background in process automation or digital transformation projects.
  • Familiarity with data governance and compliance processes.
