Position Objective:

The Preconstruction Project Manager's prime responsibility is to lead assigned projects from mid-stage development to construction readiness and handover to the Delivery Project Manager. The role is responsible for determining project cost and advancing of all other pertinent project aspects in order to commence construction at a targeted date. Such aspects include the necessary engineering efforts, procurement initiation of long lead time equipment, EPC contractor outreach, pricing support to clients and utilities, contracting, and risk management and mitigation until the start of construction.

The Preconstruction Project Manager is ultimately responsible for accurately forecasting project cost in support of commercial decision making until handover to the Delivery Project Manager. Successful candidates demonstrate strong leadership, accountability, and ownership while building effective partnerships across Development, Engineering, Accounting, Financial Planning, and Legal teams. They are skilled communicators who can align diverse stakeholders, navigate complex internal and external relationships, drive decision-making, and lead cross-functional teams toward shared objectives and construction readiness.

Responsibilities:
  • Produce and update detailed CAPEX estimates throughout the development phase of a project to support commercial viability assessments, power purchase agreement bid proposals, asset purchase agreements, and other new business development activities.
  • Initiate, advance, and review design and engineering work in coordination with the project engineers and the rest of the project team. Review completed design sets with regards to constructability, cost efficiency, compliance, and equipment selection.
  • Maintain project-specific database in all aspects, including schedule, cost, risk, and equipment selections to inform corporate cashflow and lending plans.
  • Guide EPC contractor selection, outreach, bidding, and contracting. Lead labor and material Request for Proposal (RFP) processes. Support quoting requests with OneEnergy Procurement team as well as external third parties as necessary. Negotiate vendor and EPC contracts.
  • Prepare commercial high-stake and top-dollar investment decisions in co-operation with the project team. Advance team inputs, manage and prepare for approval requests, and present in front of the management team.
  • Assist or lead project portfolio forecasts in support of strategic bulk equipment purchases. Assist or lead efforts to obtain management team approval of purchase decisions.
  • Inform and provide continuing updates to mid and long-term project delivery forecasts. Provide additional information as needed to support corporate cash-flow planning.
  • Function as team-lead for external due diligence efforts by lenders, engineering consultants, banks, and clients. Co-ordinate timely and accurate responses and present diligence progress and details during coordination meetings.
  • Conduct desktop and field-based constructability reviews to evaluate project feasibility and readiness for construction.
  • Build or improve Preconstruction systems and processes, including:
    • Improvement and maintenance of CAPEX estimating tools
    • Maintenance of database containing general cost assumptions, labor cost dependent on market, equipment cost, preferred contractor and contractor pricing, etc.
    • Equipment, vendor, and market research and insight. Mine data from existing projects and processing to maintain database of labor, equipment, and EPC cost.
Requirements:
  • BS Degree in a related Engineering discipline from an ABET accredited university, preferred.
  • 5+ years of experience in solar project development, engineering, and/or construction.
  • Deep understanding of all aspects of solar development process, design implementation and construction cycles.
  • High level of proficiency with Microsoft program suite, including MS Word, MS Excel, MS PowerPoint.
  • Strong acumen for business development and commercial negotiations.
  • Proven track record of successfully leading multi-disciplinary project teams.
  • Experience in technical equipment review.
  • FAA Drone License preferred.

Base Compensation: $90,000-$120,000 annually, negotiable based on professional experience
