What are the key skills and qualifications needed to thrive as a Software Product Owner, and why are they important?

To thrive as a Software Product Owner, you need a solid understanding of software development processes, requirements gathering, and product lifecycle management, typically supported by a background in computer science or business and relevant experience. Familiarity with Agile frameworks (like Scrum), product management tools (such as Jira or Trello), and certifications like Certified Scrum Product Owner (CSPO) are highly valued. Strong communication, stakeholder management, and prioritization skills help distinguish exceptional Product Owners. These skills are crucial to ensure products align with business goals, development teams stay focused, and customer needs are effectively addressed.

How does a Software Product Owner typically balance stakeholder expectations with development team capacity?

A Software Product Owner often faces the challenge of aligning diverse stakeholder requests with the practical limits of the development team's capacity. This balancing act involves regular prioritization of the product backlog, transparent communication about what can realistically be delivered in each sprint, and setting clear expectations with stakeholders. Product Owners facilitate refinement sessions to ensure requirements are well-understood and achievable, and they act as a bridge by translating business needs into actionable tasks for developers. Maintaining this balance is critical for delivering value while keeping the team motivated and focused.

What is a Software Product Owner?

A Software Product Owner is a key member of a software development team who is responsible for defining the features and requirements of a product and ensuring that the development team delivers value to customers. They act as the liaison between stakeholders and the development team, prioritizing the product backlog and making decisions about what features should be built next. Product Owners ensure that the development process aligns with business goals and customer needs, often working in Agile frameworks like Scrum. Their role requires strong communication, organization, and decision-making skills.

Who is higher, PO or PM?

In many organizations, a Product Manager (PM) is considered higher than a Product Owner (PO), as PMs typically have broader strategic responsibilities and oversee multiple products or portfolios. The PO usually focuses on managing the product backlog and working closely with development teams to deliver features. However, the hierarchy can vary depending on the company's structure and size.

Ability to Obtain Public Trust

We are seeking an AI Product Owner to lead the vision, planning, prioritization, and delivery of mission-focused AI software products in a SAFe Agile environment. In this role, you will translate business needs, user pain points, and operational priorities into a well-defined product backlog and actionable features that enable the successful development of trusted, secure, and scalable AI-enabled solutions.

You will partner closely with business stakeholders, architects, data scientists, engineers, designers, security teams, and operations teams to deliver high-value AI capabilities that support mission outcomes, operational workflows, and data-driven decision-making. This role requires a strong blend of product ownership, Agile execution, stakeholder engagement, and AI product understanding, particularly in environments handling sensitive data and requiring strong governance, compliance, and traceability.

This role is ideal for a strategic and delivery-focused product leader who enjoys shaping AI-enabled software products, driving alignment across cross-functional teams, and delivering measurable business value through iterative execution.

What You Will Do:

Lead AI Product Strategy, Vision, and Roadmap

  • Define and communicate the product vision, roadmap, and priorities for AI software products aligned to mission and business objectives.

  • Partner with stakeholders to identify opportunities where AI capabilities can improve operational efficiency, user experience, decision support, and mission outcomes.

  • Translate strategic goals into product features, epics, and user stories that can be executed in Agile delivery cycles.

  • Ensure that AI product investments are aligned to user needs, business value, technical feasibility, and organizational priorities.

Serve as SAFe Agile Product Owner

  • Own and manage the product backlog for one or more Agile teams delivering AI-enabled software products.

  • Write clear and actionable features, user stories, and acceptance criteria that support effective sprint planning and delivery.

  • Prioritize backlog items based on business value, dependencies, risk, technical considerations, and stakeholder needs.

  • Support PI Planning, backlog refinement, sprint reviews, demos, and retrospectives in alignment with SAFe Agile practices.

  • Work closely with Scrum Masters, Product Managers, and technical leads to ensure delivery execution remains aligned with roadmap objectives.

Drive AI Use Case Definition and Product Delivery

  • Define AI use cases and product requirements for capabilities such as intelligent search, summarization, document understanding, prediction, recommendation, conversational experiences, decision support, and workflow automation.

  • Collaborate with engineering and data science teams to ensure requirements are actionable, testable, and feasible within architecture and delivery constraints.

  • Help shape MVPs and phased releases for AI products, balancing speed to value with quality, trust, and maintainability.

  • Ensure that AI capabilities are embedded into operational workflows in ways that are practical, usable, and measurable.

Enable Responsible, Trusted, and Governed AI

  • Partner with security, compliance, legal, and governance stakeholders to ensure AI products are developed and operated in accordance with organizational policies and risk controls.

  • Support product requirements related to transparency, explainability, human-in-the-loop review, data usage constraints, auditability, and model governance.

  • Ensure AI features are designed with appropriate controls for environments that may include PII, PHI, CUI, or other sensitive data.

  • Promote responsible AI practices across the product lifecycle, from ideation through deployment and operational monitoring.

Stakeholder Engagement and Cross-Functional Collaboration

  • Serve as the primary liaison between business stakeholders and delivery teams for AI product initiatives.

  • Facilitate requirement gathering, user workshops, feedback sessions, and prioritization discussions across technical and non-technical audiences.

  • Build alignment across leadership, product, engineering, analytics, design, and operations teams to support successful product adoption.

  • Communicate product progress, risks, tradeoffs, dependencies, and recommendations clearly and effectively.

Measure Product Outcomes and Drive Continuous Improvement

  • Define and track product success metrics, KPIs, adoption indicators, and value realization measures for AI product capabilities.

  • Use user feedback, operational insights, analytics, and delivery outcomes to inform backlog prioritization and roadmap updates.

  • Support release planning and go-to-production readiness, including user acceptance considerations, training needs, and change management inputs.

  • Continuously refine product direction based on evolving business needs, user behavior, and lessons learned from production usage.

What You Will Need:

  • Must be able to OBTAIN and MAINTAIN a Federal or DoD "PUBLIC TRUST"; candidates must obtain approved adjudication of their PUBLIC TRUST prior to onboarding with Guidehouse. Candidates with an ACTIVE PUBLIC TRUST or SUITABILITY are preferred.

  • Bachelor's degree in Business, Engineering, Computer Science, Information Technology, Data Science, or related field (or equivalent experience).

  • Minimum Eight (8) years of experience in Product Owner, Product Manager, Business Analyst, or related Agile delivery roles supporting enterprise software products.

  • Demonstrated experience serving as a Product Owner in a SAFe Agile environment, including backlog ownership, story writing, prioritization, PI Planning participation, and cross-team coordination.

  • Experience working on AI, advanced analytics, machine learning, intelligent automation, or data-driven software products.

  • Strong ability to translate business needs into product requirements, features, user stories, and acceptance criteria.

  • Experience collaborating with cross-functional teams including engineering, data science, architecture, UX/design, security, and operations.

  • Strong understanding of Agile product delivery practices, product lifecycle management, and iterative software development.

  • Ability to evaluate product tradeoffs across business value, usability, technical feasibility, risk, and compliance considerations.

  • Strong written and verbal communication skills, with the ability to engage effectively with both executive stakeholders and technical teams.

  • Experience supporting products in environments with sensitive data, governance requirements, and operational controls.

What Would Be Nice To Have:

  • SAFe Product Owner / Product Manager (POPM) certification or similar Agile product management certification.

  • Experience delivering Generative AI or LLM-enabled products, including intelligent assistants, document summarization, semantic search, conversational interfaces, or decision-support solutions.

  • Experience defining product requirements for AI features such as human-in-the-loop review, explainability, confidence scoring, prompt orchestration, retrieval-augmented generation, and governance controls.

  • Familiarity with AI/ML delivery concepts such as model evaluation, prompt tuning, experimentation, data quality, model lifecycle management, and operational monitoring.

  • Experience working in regulated or compliance-driven environments involving PII, PHI, CUI, retention, auditability, and security controls.

  • Experience with case management, operational analytics, workflow automation, or mission-support applications in government, healthcare, human services, or other complex domains.

  • Familiarity with platforms such as Palantir Foundry, Databricks, Azure AI, AWS AI/ML services, OpenAI/Azure OpenAI, or other enterprise AI ecosystems.

  • Strong organizational skills, analytical thinking, stakeholder management, and ability to drive execution in complex enterprise environments.

  • Experience partnering with change management, training, and adoption teams to support rollout and long-term product success.

  • Experience using modern product and collaboration tools such as Jira, Azure DevOps, Confluence, Miro, or similar platforms.

  • Experience leveraging AI-assisted productivity tools (e.g., GitHub Copilot, ChatGPT, Cursor, Kiro) responsibly to improve product documentation, backlog development, and workflow efficiency while maintaining governance and quality standards.

The annual salary range for this position is $130,000.00-$216,000.00. Compensation decisions depend on a wide range of factors, including but not limited to skill sets, experience and training, security clearances, licensure and certifications, and other business and organizational needs.
