Position Summary

The Part-Time Family Childcare Social Worker provides clinical support and case management services to families and young children enrolled in PHB’s Family Childcare (FCC) Program. Working approximately 20 hours per week and reporting to the Program Director, the Social Worker partners with family childcare providers, the Massachusetts Department of Children and Families (DCF), and the Massachusetts Department of Early Education and Care (EEC) to develop and implement individualized service plans that promote children’s healthy social-emotional development and family stability.


This role places particular emphasis on Infant and Early Childhood Mental Health (IECMH) assessment and intervention, supporting providers and parents in nurturing secure attachment,
responsive caregiving, and developmentally appropriate environments for children from birth through age five.

Primary Responsibilities

Within an approximately 24-hour weekly schedule, the Family Childcare Social Worker will carry out the following core functions:


Clinical Assessment & Infant/Early Childhood Mental Health

  • Conduct strengths-based clinical assessments of enrolled children and families, with attention to social-emotional development, attachment, and caregiver-child relationships.
  • Administer or interpret developmentally appropriate IECMH screening and assessment tools (e.g., ASQ-3, ASQ:SE-2, DECA) to identify needs and inform intervention.
  • Apply relationship-based, trauma-informed, and culturally responsive intervention approaches to support children’s social-emotional well-being.
  • Develop individualized service plans with measurable, attainable goals in collaboration with families, providers, and the program team.


Case Management & Family Support

  • Maintain a manageable caseload appropriate to a part-time schedule, as assigned by the Program Director.
  • Provide ongoing support to families, strengthening parent-child relationships and connecting families to community resources as outlined in the service plan.
  • Coordinate scheduled visits with children and parents in accordance with program policy and client need, prioritizing those required by EEC and DCF.
  • Maintain accurate, timely case documentation in compliance with Massachusetts EEC regulations, DCF requirements, and agency policy.



Collaboration & Partnership

  • Partner with DCF, EEC, community providers, and pediatric and early intervention systems to coordinate services for families.
  • Serve as a liaison between families and family childcare providers, supporting clear communication and consistent care.
  • Participate in treatment planning, care reviews, and intake/discharge meetings relevant to the assigned caseload.
  • Consult with family childcare providers on social-emotional development, behavioral concerns, and IECMH-informed practice.


Training & Provider Support

  • Contribute to the screening and monitoring of family childcare homes to support compliance with program and EEC standards, as directed by the Program Director.
  • Co-facilitate periodic training or reflective consultation sessions for childcare providers and parents on early childhood development, social-emotional health, and best practices.
  • Support parent engagement activities and program events on a limited, scheduled basis consistent with the part-time role.


Documentation & Compliance

  • Submit required logs, progress notes, and reports in accordance with agency policy, EEC reporting requirements, and applicable funding mandates.
  • Maintain confidentiality of all client information in compliance with HIPAA, 110 CMR, and other applicable state and federal provisions.


Qualifications & Requirements

Education

  • Bachelor’s degree in Social Work (BSW) or a closely related field required.
  • Master’s degree in Social Work (MSW) strongly preferred.



Licensure

  • Licensed Social Worker (LSW) or Licensed Certified Social Worker (LCSW) required; LICSW preferred.
  • Massachusetts Association for Infant Mental Health (MA-AIMH) Endorsement, or progress toward Endorsement, preferred.


Experience

  • Minimum of 3 years of social work experience, preferably in a community-based or nonprofit setting serving young children and families.
  • Demonstrated knowledge and experience in Infant and Early Childhood Mental Health (IECMH) assessment and intervention, including familiarity with relationship-based, trauma-informed, and developmentally appropriate practice for children from birth through age five.
  • Experience developing and implementing individualized service or treatment plans for young children and families.
  • Familiarity with Massachusetts EEC regulations, DCF processes, and early childhood service systems.


Skills & Competencies

  • Strong clinical assessment, case management, and reflective practice skills.
  • Demonstrated ability to work effectively with culturally and linguistically diverse families and to partner with community organizations.
  • Excellent verbal and written communication; ability to maintain accurate, confidential documentation.
  • Proficiency in Microsoft Office and electronic case management systems.
  • Clean and valid driver’s license and reliable transportation for home visits and external meetings as needed.



Physical Demands & Working Conditions

  • On-site role based in Boston, MA, with travel in the local community for home visits and external meetings.
  • Approximately 20 hours per week on a schedule mutually agreed upon with the Program Director; this role does not include after-hours on-call coverage.
  • Prolonged periods of sitting at a desk and using a computer; regular walking, standing, and occasional lifting of up to 25 pounds.
