L’Administration régionale Kativik (ARK) est un organisme supramunicipal ayant compétence sur le territoire du Québec situé au nord du 55e parallèle. L’ARK recherche actuellement un candidat professionnel et autonome pour occuper le poste de :

DIRECTEUR SERVICE DES TRAVAUX PUBLICS MUNICIPAUX

(Poste permanent à plein temps)

Relevant du bureau du directeur général de l’ARK, le directeur des travaux publics municipaux supervise l’exécution des projets d’ingénierie et de construction civiles, la mise en oeuvre de programmes d’infrastructures pour les villages nordiques, en particulier en ce qui concerne le traitement de l’eau potable et des eaux usées, les sites d’enfouissement, les routes et les édifices, ainsi que l’entretien et le fonctionnement du parc immobilier de l’ARK. Le candidat retenu doit :

RESPONSABILITÉS

  • Assurer la gestion des activités du service conformément à des objectifs établis et des questions de planification, ainsi que des calendriers de travail;
  • Collaborer étroitement avec les élus et les employés des villages nordiques, en assurant une communication efficace et continue;
  • Préparer des budgets et faire un suivi;
  • Mettre en place, suivre et renouveler des ententes gouvernementales concernant les infrastructures municipales et communautaires;
  • Assurer l’entretien du parc immobilier de l’ARK, ainsi que la mise en place et la mise à jour du plan quinquennal de renouvellement et d’entretien;
  • Superviser le programme d’assistance technique pour les villages nordiques afin d’accroître les connaissances des employés municipaux en particulier à propos du traitement de l’eau potable, ainsi que de l’entretien des édifices et de l’équipement lourd;
  • Développer et mettre en oeuvre des objectifs opérationnels pour le service;
  • Assurer une communication continue entre les différentes parties prenantes et l’ARK (notamment le personnel du service, les autres services de l’ARC, les villages nordiques, ainsi que les ministères et agences provinciaux).

COMPÉTENCES

  • Baccalauréat en ingénierie, en ou dans un domaine connexe;
  • Au moins 10 années d’expérience consistant à mettre en place des projets d’infrastructure municipaux
  • Un minimum de cinq (5) années d’expérience à la tête d’une équipe multidisciplinaire.
  • Une expérience de travail avec des comités exécutifs et des conseils d’administration constitue un atout.
  • Expérience reliée à la gestion de l’entretien et de l’inventaire, ainsi que le travail dans un cadre multiculturel, un atout;
  • Connaissance pratique d’au moins deux des langues suivantes, à l’écrit et à l’oral : inuktitut, français et anglais;
  • Autonomie et bonnes aptitudes pour l’organisation;
  • Capacité à gérer plusieurs projets simultanément et à en faire le suivi.

Ce poste comporte des déplacements dans le territoire du Nunavik (Québec) et à l’extérieur de celui-ci.

Lieu de travail : Kuujjuaq, Quebec

Salaire : Minimum de 133 651 $ et maximum de 183 789 $ par année.
