PROGRAM DELIVERY MANAGER (FTE)
INVEST OTTAWA - AREA X.O


Reporting to the Director of Business Delivery and Operations, the Program Delivery Manager collaborates across internal teams and external partners to drive measurable impact, client success, and operational excellence.

The Program Delivery Manager is responsible for the hands-on execution, operational leadership, and continuous improvement of programs that support startups, SMEs, and entrepreneurs within Area X.O's ecosystem.

This role directly drives program delivery - ensuring initiatives launch on time, run efficiently, and achieve measurable outcomes aligned with organizational and stakeholder objectives. These programs include the development, testing, validation, and commercialization of next-generation technologies through Area X.O's advanced R&D and testbed environment.


  • Corporate Pay Band D: $76,000-$114,000
  • Hiring Salary Range: $76,000 - $104,500
  • Reason for opening: Backfilling a Posiition
  • This position will be required to work onsite at Area X.O, 4-5 days per week


WHAT YOU WILL BE DOING

    • Lead end-to-end execution of Area X.O's funded programs, owning daily operations, milestone delivery, and reporting from launch through closeout.
    • Drive program activities across internal teams and external stakeholders, resolving bottlenecks and maintaining operational momentum.
    • Own partner integration and management, serving as the primary point of contact for delivery partners throughout program cycles.
    • Manage program budgets, tracking spend, identifying variances, and implementing corrective actions in collaboration with the Director of Operations.
    • Execute KPI tracking and reporting, leading the collection, analysis, and presentation of program metrics to stakeholders and funding bodies.
    • Ensure compliance with all funding agreements, managing the preparation and timely submission of reports, documentation, and audits.
    • Identify, escalate, and resolve operational challenges, implementing solutions that improve delivery outcomes and partner satisfaction.
    • Bridge program owners, operations, and business development teams to ensure cohesive execution across all program touchpoints.
    • Build and manage relationships with funding bodies, industry partners, and community stakeholders to sustain and grow program reach.
    • Partner with marketing and communications teams to drive stakeholder engagement and amplify program impact.
    • Manage vendor and service provider relationships, ensuring contracted deliverables are met and aligned with program expectations.
    • Implement process improvements to tools, systems, and workflows, driving efficiency, scalability, and performance gains.
    • Provide guidance and mentorship to program staff and coordinators, fostering a culture of accountability and continuous improvement.
    • Contribute to strategic planning, program design, and intake scoping to ensure programs are structured for successful delivery.
    • Coordinate workshops, events, mentorship sessions, and cohort activities, ensuring a high-quality participant experience.
    • Maintain CRM systems and program data, using insights to optimize effectiveness and decision-making.
    • Perform other duties as assigned by the Director of Operations.


    WHAT YOU HAVE ACCOMPLISHED/GAINED THROUGHOUT YOUR CAREER :

    • Bachelor's degree in business, management, public administration, or related field
    • 5+ years of experience in program management, operations, or startup ecosystem support
    • Experience working with startups, accelerators, or innovation programs preferred
    • PMP, Agile or similar certification considered an asset
    • Strong program and project management skills
    • Excellent communication and stakeholder management abilities
    • Ability to manage multiple priorities in a fast-paced environment
    • Strategic thinking with strong execution capability
    • Data-driven decision-making skills
    • Leadership, coaching, and team development skills
    • Familiarity with startup ecosystems, funding programs, and innovation support
