Job Duties and Requirements
I. Position Summary
Ensures the stable and efficient operation of County computer systems by planning, developing, installing, configuring, maintaining, supporting, and optimizing network and/or server-based hardware, software, and/or communication links, depending on area of responsibility.
Levels I-VI are differentiated by the breadth and depth of knowledge required, scope of responsibility, and consequences of error.
  • System Administrator I is an entry-level position acting within strictly limited scope of responsibility and/or provides support to more senior staff.
  • System Administrator II, III, IV, and V positions require increasing levels of knowledge and experience, exercise increasing levels of independent judgment, and manage systems of increasing levels of importance. Actions may impact mission-critical and/or County-wide systems.
  • System Administrator VI is the most senior position in this series. It requires expertise in multiple technical areas and is responsible for systems of profound County-wide importance. Errors in judgment by a System Administrator VI could result in severe financial losses or legal liability for the County.

II. Examples of Essential Position Duties (The following duties represent some of the principal job duties; however, they are not all-inclusive. Other duties may be required or assigned.)
  • Evaluates operational needs and recommends solutions. Researches products, services, protocols and standards. Senior positions may plan and manage projects related to area of responsibility.
  • Specifies and orders equipment and software. Coordinates delivery of products and services by vendors and contractors. Senior positions may negotiate and oversee service contracts.
  • Diagnoses and resolves technical problems, and documents solutions, within assigned area of responsibility. Acts as a technical resource for others. Senior positions may train or mentor other staff.
  • Implements improvements, upgrades, and repairs as needed to ensure adequate system performance and availability. Senior positions may negotiate service level agreements with vendors and/or internal or external customers.
  • Administers core systems such as email, file, print, and utility servers, and their associated operating systems and software. Provides servers and storage for end-user applications. Senior positions may design and implement core infrastructure.
  • Administers server-based databases or end-user applications. Provides technical support and training to end-users. Senior positions may design and implement databases or applications.
  • Administers and maintains end user accounts, permissions, and access rights. Senior positions may design and implement identity management and access control systems.
  • Administers security solutions, including firewall, anti-virus, encryption, and intrusion detection systems. Senior positions may design and implement security solutions. System Administrator VI position may act as Information Security Officer, responsible for County-wide information security policy and enforcement.
  • Ensures reliable storage and recoverability of data. Administers data storage systems. Performs system backup and recovery. Senior positions may perform design and capacity planning and implement data storage and protection solutions.
  • Ensures network connectivity for servers and workstations. Manages communication links and network equipment, including routers, and switches. Senior positions may perform network design and capacity planning.
  • Maintains software platform for servers and end-user workstations. Manage and deploy software upgrades and patches.
  • Creates, documents, and follows procedures relevant to area of responsibility. Senior positions may make strategic and/or policy recommendations to senior management.
  • Maintains a current, accurate inventory of equipment and software assets. Senior positions may be responsible for ensuring compliance with software license agreements.
  • May act as a supervisor or lead.
  • Adheres to regulatory requirements, collective bargaining agreements, County and departmental policies and procedures, required trainings, as well as safe work practices.
  • Develops and maintains effective internal and external working relationships at all levels.
  • Has regular and reliable attendance. Working evening and irregular hours may be required.

Education and Experience
  • Level I require an Associate's Degree in Computer Science or a related field and one year of job-related experience;
  • Level II requires an Associate's Degree in Computer Science or a related field and three years of job-related experience;
  • Level III requires an Associate's Degree in Computer Science or a related field and four years of job-related experience;
  • Level IV requires a Bachelor's Degree in Computer Science or a related field and three years of job-related experience;
  • Level V requires a Bachelor's Degree in Computer Science or a related field and four years of job-related experience;
  • Level VI requires a Bachelor's Degree in Computer Science or a related field and five years of job-related experience;
  • OR, for each level, any combination of education and experience, as required for that level, which provides the applicant with the desired skills, knowledge, and ability required to perform the job.

Licenses, Certificates or Other
Requires possession of a valid driver's license and an acceptable driving record. Relevant technical certifications, such as A+, CCNA, Azure Administrator, or equivalent, may be required as applicable to level and area of responsibility.

Typically requires climbing, stooping, kneeling, crouching, reaching, standing, walking, sitting, pushing, pulling, lifting, fingering, grasping, talking, hearing, seeing, and repetitive motions. Insurance
Health Insurance - As of July 1, 2026 Regular full-time employees and their eligible dependents receive medical insurance, including prescription and chiropractic, dental, and vision coverage at a cost to the employee of $25.10 per paycheck ($54.40 per month) toward the monthly composite premium. Regular full-time employees may not waive coverage. Regular part-time employees may enroll in the full plan, with a prorated composite premium depending on their full-time equivalent (FTE), or may elect to waive benefits. Coverage begins on the first of the month following an employee's date of hire.
Hinge - Provided through Regence, Hinge is an online virtual Physical Therapy benefit for all employees and their dependents enrolled in the health insurance plan. This online virtual service will work around your schedule in the comfort of your own home, and there is no cost to the employee.
Wellness Center by CareATC - In addition to health insurance, certain primary care medical services, lab services, and prescription medications are offered at no out-of-pocket cost for the employee who is enrolled in the County's health insurance plan, and their eligible dependents at the wellness center.
Group Life Insurance and Accidental Death and Dismemberment - Fully funded for regular full-time employees (prorated for regular part-time employees), the benefit is equal to two times the employee's annual salary rounded to the next higher $1,000, to a maximum of $500,000. Insurance in excess of $50,000 is a taxable benefit.
Long-term Disability - Fully funded for regular full-time employees (prorated for regular part-time employees), employees are eligible the first of the month following date of hire. The benefits are payable after a waiting period of 60 days at a rate of 66 2/3 percent of base salary, up to a maximum monthly benefit of $12,000.
Voluntary Accidental Death and Dismemberment - Regular employees may choose to participate in additional AD&D coverage through payroll deduction, and have the choice of plan and coverage amounts.
