VPU Context: 

The WBG Budget and Procurement (WBP) is organized into five Departments: WBP Centers of Excellence (WBPCE) with teams supporting the corporate strategic business and budget planning process, providing WBP systems, knowledge, and shared services; WBP IBRD/IDA Regional Units (WBPRU) with teams supporting IBRD/IDA clients in the regions; WBP IFC/MIGA Budget Partners (CSRDR) with teams supporting IFC/MIGA clients in the HQ and the regions; WBP Corporate Units (WBPCU) with teams supporting the Knowledge Bank and corporate units and providing capital budget support; and WBP Corporate Procurement (WBPCP) with teams providing group-wide procurement services.

Unit Context:
  
Corporate Procurement supports the WBG's mission by delivering procurement services guided by the principles of best value, sound business judgment, competitiveness, transparency, and fairness. The function oversees sourcing strategies, supplier selection, and contract execution for more than 130 offices worldwide, serving clients through teams based in Washington, D.C., Chennai, and Sofia.

The Center of Excellence (COE) serves as the engine for procurement modernization across the World Bank Group. Operating at the intersection of procurement, technology, analytics, artificial intelligence, innovation, and change management, the COE identifies and implements capabilities that improve effectiveness, enhance stakeholder experience, strengthen decision-making, and accelerate transformational outcomes.

The Senior Procurement Specialist (Program Management Office) leads Corporate Procurement's transformation portfolio by translating strategic priorities into executable programs, investments, and measurable business outcomes. Oversees portfolio governance, delivery, risk management, resource allocation, and benefits realization, while providing executive-level insights and decision support. Serves as the central integrator across procurement functions, technology teams, business units, and external stakeholders to ensure aligned execution, organizational readiness, and successful delivery of the CP2029 transformation agenda.

Duties and accountabilities: 

1. Lead the translation of Corporate Procurement's strategic priorities into an integrated transformation portfolio, ensuring alignment between strategy, investments, execution, and measurable business outcomes.

2. Lead the Procurement Transformation Office (PMO), defining governance frameworks, decision-making processes, portfolio standards, and reporting mechanisms that promote transparency, accountability, and delivery excellence.

3. Provide end-to-end oversight of the transformation portfolio, proactively managing risks, dependencies, milestones, resource allocation, and benefits realization across all initiatives.

4. Deliver executive-level portfolio insights, dashboards, and decision-support materials that enable informed leadership decisions and provide clear visibility into transformation progress, risks, and strategic trade-offs.

5. Serve as the central integrator across Digital Innovation, Policy & Standards, Sustainable Impact, Data Management, ITS, business units, and external stakeholders to ensure coordinated execution and organizational readiness for change.
