PSE's Transmission team is looking for qualified candidates to fill an open Senior Transmission Services Specialist position!

Job Description

Join PSE's Transmission Services team as a Senior Transmission Services Specialist and help lead efforts to keep electricity flowing reliably across the Pacific Northwest. In this senior role, you'll manage transmission and generator interconnection requests from start to finish, ensuring customer applications meet regulatory deadlines and comply with PSE's Open Access Transmission Tariff (OATT). You'll also play a key role in shaping the company's FERC compliance programs—researching policy, mentoring team members, building training programs, and offering strategic guidance based on your regulatory expertise.

This is a leadership-driven position that blends technical depth with big-picture thinking. You'll interpret regulations and rulings, contribute to rulemaking proceedings, and translate complex compliance issues into clear, actionable plans for internal teams. You'll also support audits, resolve issues as they arise, and juggle multiple priority projects at once. If you're an experienced transmission professional who enjoys mentoring others, driving complex initiatives forward, and maintaining the precision regulatory work demands, this role offers a meaningful opportunity to shape the future of energy infrastructure at one of the Northwest's leading utilities.

As a PSE employee you will uphold the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities and promotes and supports a culture of total safety. You will demonstrate commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct and ensure duties are performed in accordance with all regulatory compliance obligations.

Job Responsibilities
  • Processes FERC transmission and generator interconnection customer requests for service per PSE’s OATT and FERC regulations.
  • Manages transmission and interconnection requests from contract negotiation through execution. Responds to customer inquiries and coordinates work with multiple internal departments Coordinates work with outside affected entities.
  • Trains and mentors members of the Transmission Services OATT Administration team.
  • Researches and remains current on federal, state and other statutes, regulations and orders.
  • Implements PSE’s FERC transmission and Open Access Transmission Tariff compliance program to ensure work is performed in compliance with all regulatory requirements.
  • Develops training programs to ensure employees are knowledgeable regarding regulatory compliance issues and conducts necessary training.
  • Coordinates with compliance personnel to meet FERC and OATT standards and timelines in other departments. Interacts with internal and external auditors to provide support and address audit concerns; implements responsive and corrective solutions.
  • Provides input into federal and state rulemaking proceedings.
  • Works cooperatively across the organization, to communicate pending or upcoming regulatory proposals and for obtaining input in aligning proposals with the company objectives. Develops complete and executable plans.
  • Supports assessments of the effectiveness of compliance controls.
  • Formulates sound control processes for managing potential risks and exposures, and proactively identifies and drives improvements to make team processes more efficient and effective.
  • Provides support for the department’s website.
  • Performs other duties as assigned.
Minimum Qualifications
  • Bachelor’s degree in business, accounting, finance, economics or engineering or applicable or an equivalent combination of education and relevant experience.
  • Five (5) years of relevant work experience, preferably in the energy industry as an analyst, engineer, or compliance specialist.
  • Strong written and verbal communication skills.
  • Must be self-directed and willing to mentor peers and team members.
  • Ability to work in a team environment with a strong ability to think independently and facilitate cooperation.
  • Demonstrated complex problem solving skills.
  • Communication and interpersonal skills to develop industry contacts, establish relationships, influence others and negotiate outcomes.
  • Understanding of utility operations, policy issues, and FERC regulations.
  • Thorough understanding of FERC transmission and generator interconnection procedures.
  • Proficiency in Microsoft Office Excel, Word, PowerPoint and Access or other database applications.
  • Demonstrated ability to manage multiple high-priority projects simultaneously while maintaining attention to detail and meeting critical deadlines.
Desired Qualifications
  • CPA, MBA, JD, PE, PMP or experience in utility operations, project management, wholesale power markets, or compliance.
  • Thorough understanding of FERC transmission orders and OATT compliance regulations.
  • Proficiency with advanced process and project management tools, such as Microsoft Office Project and PowerAutomate.
  • Experience using Artificial Intelligence in a business environment.
  • Professional courage to respectfully voice dissent, deliver difficult news, and hold firm on well-reasoned positions even under pressure.
  • Brings energy, initiative, and a bias for action—able to maintain momentum on multiple efforts and drive them to completion while sustaining accuracy and compliance.
  • Strong customer service orientation, with proven ability to explain complex technical and regulatory information clearly to customers and non-expert stakeholders.
  • Self-directed learning mindset, with systematic strategies for tracking and synthesizing changing federal and state regulatory requirements.

The pay range for this position is $94,300.00 - $156,900.00, and this position is eligible for annual goals based incentive bonuses.
