Summary:

ValidaTek is seeking a highly qualified Program Manager to support a United States Navy (USN) program based in Quantico, VA, with support responsibilities extending to additional locations across CONUS and OCONUS. The program provides Enterprise Program Management, network engineering, Azure Cloud migration support, Microsoft SharePoint support, software development and maintenance, data management, systems analysis and integration, cybersecurity, daily IT operations, and Service Desk support. The program also includes deployment of capabilities and operational support of systems across all client locations.

The Program Manager will oversee the successful execution of all program activities and serve as the primary point of contact (POC) for the government on all program-related matters. This role requires close collaboration with USN stakeholders, other government agencies, and supporting contractor teams to ensure mission success. The Program Manager will also provide continuous reporting on financial performance, operational status, and program risks.

The Program Manager will be responsible for ensuring the timeliness, completeness, and quality of all program services and deliverables, while proactively identifying issues and implementing corrective actions when necessary. The role also includes oversight and coordination of subcontractor performance.

Responsibilities:

The Program Manager is responsible for the planning, management, and execution of all aspects of the program, ensuring alignment with client objectives and mission requirements. The ideal candidate will demonstrate strong leadership, strategic thinking, and the ability to independently manage complex programs while aligning resources to meet evolving client needs.

Key responsibilities include:

  • Develop, implement, and maintain processes for delivering accurate and timely operational and financial program status reports.

  • Lead and coordinate multiple IT project teams operating across geographically dispersed locations.

  • Manage IT initiatives focused on application modernization and enterprise technology improvements.

  • Collaborate with Government Contracting Officer’s Representatives (CORs), Product Owners, technical personnel, and other agency stakeholders, as well as their supporting contractors.

  • Identify and present process improvements and technical enhancements that increase program efficiency and overall performance.

  • Serve as the central point of contact for all program-related communications.

  • Ensure availability during standard working hours to address client needs and emerging issues.

  • Prepare and deliver briefings and status updates to government senior leadership on program performance, risks, and key initiatives.

  • Coordinate with senior ValidaTek leadership to provide visibility into program performance from both financial and technical perspectives, including identification and mitigation of program risks.

  • Ensure contractually required staffing levels and skill coverage are maintained throughout the life of the program.

Qualifications:
  • Active Secret Clearance with eligibility to obtain TS/SCI.

  • Project Management Professional (PMP) certification required.

  • Bachelor's degree at least 7 years of Program Management experience supporting technical programs of similar size and scope, including:

    • Budget development and financial management

    • Staffing and resource management

    • Strategic planning

    • Quality management and control

  • Experience with Microsoft Azure Cloud, ITIL, and SCRUM/Agile methodologies preferred.

  • Prior U.S. Navy IT program experience - preferred. Experience with Nautilus and Flank Speed programs - highly preferred.

  • Experience supporting data reporting-intensive environments and client tasking.

  • Excellent written and verbal communication skills.

  • Ability to effectively communicate with executive leadership, technical teams, and non-technical stakeholders.

 
Salary Disclosure:
Actual salary will be based on a variety of factors including but not limited to experience, geographic location, contract affordability, internal equity, education, and certifications.
The upper end of the salary range may be reserved for individuals who have demonstrated tenure with the company, seniority, and proven excellent performance. This includes factors such as education, certifications, and extensive/unique experience beyond what is required.
