Job Description

Public Storage is seeking a Senior Counsel / Counsel, Legislative & Regulatory Affairs to help lead the company’s response to an increasingly complex legislative and regulatory environment. This is a new, highly visible role supporting a national consumer-facing business at a time of significant growth, regulatory scrutiny, and operational complexity.

This individual will work closely with Legal, Operations, Compliance, Revenue Management, Marketing, Call Center, Insurance/Risk, and senior business leaders to monitor, interpret, and help shape legislative and regulatory developments affecting Public Storage and the self-storage industry.  You will engage in regulatory advocacy, state and federal rulemaking, legislative strategy, trade association work/engagement, and other government-facing matters. 

The ideal candidate will bring strong legal judgment and a working understanding of how legislative and regulatory processes affect business operations.

This role is well suited for someone who enjoys working across legal, business, and policy issues; can move comfortably between detail-oriented statutory analysis and executive-level guidance; and wants to help build a scalable legislative and regulatory affairs function for a national business. The role will support strategy in areas including consumer protection, pricing, advertising/marketing, operations, competition issues, and state self-storage laws.

Key Responsibilities

  • Monitor, assess, and advise on federal, state, and local legislative and regulatory developments affecting Public Storage and the self-storage industry.
  • Help develop and execute advocacy strategies on legislation, rulemaking, regulatory proposals, and other government-facing matters.
  • Suggest alternative language, exceptions, and modifications to material legislation and coordinate with lobbyists, trade associations, outside counsel, consultants, and other external resources.
  • Partner with internal stakeholders to evaluate operational impact and develop practical compliance strategies.
  • Support company responses to proposed legislation, rulemaking activity, regulatory inquiries, and other government-facing matters.
  • Work with trade associations, outside counsel, consultants, and government affairs to advance the company’s legislative and regulatory priorities.
  • Translate complex legal and regulatory developments into clear, actionable guidance for business leaders.
  • Support integration and compliance planning related to acquisitions, new jurisdictions, and business expansion.
  • Advise on emerging issues involving consumer protection, pricing, marketing, operations, call center practices, lien laws, insurance/risk, and related regulatory matters.
  • Help build scalable processes for tracking, escalating, and responding to legislative and regulatory developments.
Qualifications

Qualifications

  • 8+ years of relevant legal, legislative, regulatory, government affairs, or public policy experience.
  • Experience with, or willingness to develop familiarity with, campaign finance, lobbying, gift, ethics, and related political law requirements.
  • Experience interpreting statutes, regulations, proposed legislation, administrative rules, and regulatory guidance.
  • Experience working with or before legislatures, regulators, attorneys general, agencies, trade associations, or government affairs organizations.
  • Strong judgment, executive presence, and ability to advise senior business leaders.
  • Ability to operate independently in a fast-paced, multi-jurisdictional environment.
  • Practical, business-oriented approach to legal and regulatory risk.
  • Excellent written and verbal communication skills.
  • Curiosity, adaptability, and willingness to develop subject-matter expertise in new and evolving regulatory areas.

Preferred Qualifications

  • J.D. from an accredited law school and active bar membership in good standing.
