JOB FUNCTION / SUMMARY:

Provide leadership, mentorship, and management of the IT Programming Department to deliver technical solutions that support organizational goals and serve a broad range of business needs. Direct and coordinate computer software activities by performing the following duties personally or through subordinate managers and supervisors.

ESSENTIAL DUTIES & RESPONSIBILITIES:

  • Work with senior management to leverage technology for business opportunities
  • Ensures high Quality information systems for the bank and its subsidiaries
  • Manage 67+ software applications for the company including Loans, Deposits, Web presence, Online Banking, ATM network, Branch Platform, etc.
  • Coordinates with Information Systems Operations and Technical Support to ensure the info systems run efficiently
  • Coordinates with user departments to ensure the info systems are effectively meeting their needs
  • Coordinates the quality of testing info systems with Strategic Services
  • Maintains open and effective communications between the programming department and user departments
  • Works with management and user departments to develop new systems and enhancements that support the user department's objectives
  • Works with user departments and management to find solutions to needs and determines alternative solutions to meeting user department needs
  • Own and manage the process of resource planning, forecasting, scheduling, allocating, and tracking for the Department.
  • Manage the planning, testing, documenting, and potential implementation of the DR Plan for Programming.
  • Manage contracts from negotiation to implementation, ongoing maintenance, and closure.
  • Manage vendor relationships.
  • Change Manager: Manage Infrastructure Changes for the company following the ITIL/ITSM Framework.
  • Provide technical guidance on complex business systems projects and acts as an internal consultant on complex projects
  • Ensures training of new personnel is effective
  • Develop staff with coaching, effective leadership, recruiting, mentoring, and training;
  • Manages the Computer Programming function for the bank and its subsidiaries
  • Maintains staffing levels sufficient to achieve corporate objectives
  • Supervises Applications Programming Managers, Senior Programmer/Analysts, Data Base Administrators, and Programmer/Analysts.
  • Communicates with other departments to report and resolve software, hardware and operations problems
  • Consults with senior management to develop system solutions consistent with organizational objectives
  • Budgeting, ownership of financial responsibility centers, and financial reporting.
  • Oversee the implementation of strategic projects and develop tactical plans.
  • Own and manage staff augmentation relationships with external staffing vendors
  • Allocates resources to develop, test and install solutions
  • Provide technical guidance on complex business systems projects and acts as an internal consultant on complex projects
  • Ensures training of new personnel is effective
  • Develop staff with coaching, effective leadership, recruiting, mentoring, and training;
  • Manages the Computer Programming function for the bank and its subsidiaries
  • Maintains staffing levels sufficient to achieve corporate objectives
  • Supervises Applications Programming Managers, Senior Programmer/Analysts, Data Base Administrators, and Programmer/Analysts.
  • Communicates with other departments to report and resolve software, hardware and operations problems
  • Consults with senior management to develop system solutions consistent with organizational objectives
  • Budgeting, financial reporting, and contract negotiation
  • Develops and implements disaster recovery procedures.

Secondary Duties:

  • Ensures computer systems are adequately staffed
  • Designs, specifies, configures, installs, and maintains software services for Core Applications, Delivery Applications, and Distributed Applications
  • Responds to the needs and questions of users concerning their access to resources and the operation of various software programs
  • Researches and evaluates new technologies.

SUPERVISORY RESPONSIBILITIES:

Manages three subordinate applications managers who in turn supervise a total of 22 Programmer/Analysts and DBA's in the Programming Department and is responsible for the overall direction, coordination, and evaluation of this department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

MINIMUM REQUIRED EDUCATION, EXPERIENCE & KNOWLEDGE:

  • Master's degree or equivalent and ten years related experience and/or training; Prefer undergraduate degree to be in Management Information Systems, Computer Science, or similar.
  • Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations
  • Ability to write reports, business correspondence, and procedure manuals
  • Ability to effectively present information and respond to questions from groups of managers, clients and internal/external customers
  • High mathematical aptitude and ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
  • Ability to apply concepts of basic algebra and geometry
  • Ability to define problems, collect data, establish facts, and draw valid conclusion
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables
  • Proficient knowledge of: Accounting software; Contact Management systems; Database software; Design software; Development software; Email systems; Human Resource Information Systems; Internet software; Payroll systems; Project Management software; Spreadsheet software and Word Processing software.

ESSENTIAL MENTAL & PHYSICAL REQUIREMENTS:

  • Ability to work under stress and meet deadlines
  • Ability to operate related equipment to perform the essential job functions
  • Ability to read and interpret a document if required to perform the essential job functions
  • Ability to travel if required to perform the essential job functions
  • Ability to lift/move/carry approximately 10 pounds if required to perform the essential job functions. If the employee is unable to lift/move/carry this weight and can be accommodated without causing the department/division an "undue hardship" then the employee must be accommodated; hence omitting lifting/moving/carrying as a physical requirement.
