CLASSIFICATION: Exempt 

POSITION OVERVIEW: 

Quanta Government Solutions is seeking a Senior Quality Manager for dedicated support to a multi-project transmission infrastructure program in the Pacific Northwest, supporting the Bonneville Power Administration (BPA). The Senior Quality Manager is responsible for establishing, implementing, and overseeing the quality assurance and quality control (QA/QC) program across QGS project operations under the program. This role ensures all construction activities, materials, and deliverables meet contract specifications, industry codes, and BPA regulatory requirements. The Senior Quality Manager shall be responsible for quality audits, inspections, corrective actions, and ensuring compliance with engineering specifications, applicable codes, and BPA requirements.  

The Senior Quality Manager will lead quality management personnel, drive a culture of quality throughout the organization, and serve as the primary quality interface with clients, subcontractors, regulatory bodies, and third-party inspectors. 


  • Develop, implement, and maintain the project Quality Management Plan, inspection and test plans, and associated QA/QC procedures in compliance with contract and regulatory requirements. 
  • Lead and manage quality assurance and quality control personnel, including subcontractors, ensuring adequate coverage during all construction activities. 
  • Ensure all required testing is performed in accordance with contract specifications. 
  • Prepare and submit all required QC certifications and documentation.  
  • Serve as the primary quality liaison with clients, subcontractors, owners’ representatives, and regulatory agencies; lead quality-related meetings, audits, and reviews. 
  • Oversee inspection activities for civil, structural, mechanical, electrical, and instrumentation disciplines; ensure all work conforms to approved drawings, specifications, and codes. 
  • Manage the nonconformance reporting (NCR) process, corrective action programs, and root cause analysis activities. 
  • Conduct internal quality audits and support external audits; ensure audit findings are resolved, and corrective actions are tracked to closure. 
  • Review and approve contractor and vendor quality submittals, material certifications, and welding documentation. 

Required Education and Experience  

  • Bachelor’s degree in Engineering, Construction Management, or related field. 
  • Certified Quality Engineer (CQE) or equivalent quality certification.  
  • A minimum of seven (7) years quality management or quality control experience, including at least five (5) years on EPC or utility infrastructure projects.  
  • Demonstrated experience leading QA/QC programs on projects exceeding $50M. 
  • Strong knowledge of AWS, ASME, AISC, ACI, and applicable NQA-1 standards. 
  • Experience with federal or DOE quality assurance requirements. 
  • Demonstrated ability to lead quality management teams and drive a strong quality control culture across diverse workforces. 

Preferred Education and Experience  

  • Experience on DOE or federal construction projects. Preference for experience with the DOE Power Marketing Administrations, including Bonneville Power Administration.  
  • Experience interfacing with ProCore and similar document management systems for quality records.

  • Directly supervise Field Quality Inspectors, QA/QC Coordinators, and document control support across multiple locations and projects.
