POSITION SUMMARY

As a Lead Director, Technology Strategy and Program Governance, you will play a critical leadership role in shaping the strategy, governance, and operational excellence of the Third-Party Administrator and Payer Solutions Technology organization. Supporting technology capabilities across Meritain Health, one of the nation's largest third-party administrators, and a portfolio of payer solutions businesses within the Aetna ecosystem, this organization delivers innovative technology solutions that enable growth, operational excellence, and exceptional client experiences.

The Lead Director, Technology Strategy and Program Governance is responsible for aligning technology investments, strategic priorities, and organizational execution to drive business growth, technology transformation, and delivery excellence. Serving as a trusted advisor to the Head of Technology for Third-Party Administrator and Payer Solutions, this highly visible leader will provide strategic leadership across planning, portfolio governance, financial management, executive communications, and organizational effectiveness.

As part of a 300-person technology organization undergoing significant growth and transformation, the Lead Director, Technology Strategy and Program Governance will help define the multi-year technology vision, influence investment decisions, and strengthen governance practices that improve transparency, accountability, and execution at scale. This role offers a unique opportunity to partner directly with executive leadership, shape the future of healthcare technology, and drive enterprise-wide impact through strategy, innovation, and operational excellence.

This is a United States-based remote position and may be performed from anywhere within the United States. Candidates located in the Eastern time zones, or those able to work primarily within Eastern Time Zone business hours, are preferred to support collaboration with technology and business stakeholders.

KEY RESPONSIBILITIES -
  • Define and evolve the multi-year technology strategy, executive roadmap, and investment priorities while translating strategic objectives into actionable plans, business cases, and executive presentations for leadership and board-level stakeholders.

  • Lead the operating rhythm of the technology organization, including strategic planning, leadership team governance, operating reviews, workforce planning, executive forums, and organizational communications.

  • Oversee technology portfolio governance, capital planning, financial management, and strategic initiatives to ensure investments align with business priorities and deliver measurable outcomes.

  • Drive accountability across strategic programs and technology initiatives by monitoring delivery performance, risks, dependencies, operational metrics, and portfolio health while ensuring transparency to executive leadership.

  • Partner with Engineering, Product, Architecture, Operations, Finance, Human Resources, and business stakeholders to strengthen organizational effectiveness, talent strategy, delivery governance, and technology transformation outcomes.

REQUIRED QUALIFICATIONS
  • 10+ years of experience in technology strategy, business management, strategic planning, portfolio management, program governance, technology operations, or related leadership roles, including 4+ years of leadership experience within a large, complex organization.

  • 10+ years of experience partnering with senior executives and influencing strategic, operational, financial, and technology-related decisions across multiple stakeholder groups without direct authority.

  • 10+ years of experience leading technology portfolios, strategic initiatives, program delivery, investment planning, capital planning, financial governance, or organizational transformation initiatives within large-scale technology organizations.

  • 10+ years of experience developing executive-level presentations, strategic narratives, business cases, operating reviews, board materials, and leadership communications that influence organizational priorities and drive business outcomes.

  • 5+ years of experience working across technology disciplines including software development, security, infrastructure management, technology operating models, and emerging technologies to diagnose complex technical challenges, identify root causes, develop solution options, and drive effective executive decision-making.

PREFERRED QUALIFICATIONS
  • Experience within a healthcare, payer, third-party administrator, financial services, or Fortune 100 technology organization.

  • Experience in technology strategy, management consulting, digital transformation, innovation, or business management functions supporting senior technology leadership.

  • Familiarity with healthcare technology trends, payer modernization, digital health platforms, Artificial Intelligence, and emerging technologies impacting healthcare operations.

  • Experience supporting a Chief Technology Officer, Head of Technology, or senior technology executive in strategy, planning, portfolio management, program governance, or business operations functions.

  • Experience governing large-scale transformation programs, technology investment planning, capital planning, portfolio prioritization, and executive reporting within complex organizations.

EDUCATION

Bachelor's degree from accredited university or equivalent work experience (HS diploma + 4 years relevant experience).

Pay Range

The typical pay range for this role is:

$144,200.00 - $288,400.00


This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.
