Responsibilities What you'll do
  • Under the direction of the Director of Supply Chain, this position will have both supervisory and working level responsibilities. The Sr. Procurement Manager will support the supply chain function for Modernization & Sustainment programs and supporting indirect departments. This role will supervise 5-10 personnel supporting multiple programs. Additionally, the position may require the issuance of purchase orders for programs and/or headquarters.
Key Responsibilities
  • Manage employees while supporting multiple programs.
  • Supervision entails daily operational support, achievement of supply chain metrics, training, process improvement, CPSR preparation
  • Oversees full lifecycle of procurement management, including, but not limited to the following tasks: Supplier onboarding, RFP/RFQ release, Proposal Evaluation, Cost and/or price analysis, Flow down of all requirements including terms and conditions, prime contract flow downs, technical and other program requirements, representations or certifications, Execution of purchase orders / subcontracts, Maintenance of compliant files in accordance with established procedures and FAR guidelines.
  • As required, performs a full range of procurement activities associated with the administration of materials and services purchase orders.
  • As required, documents supplier performance
  • Uses judgement to interpret internal and external issues and develop best practices
  • Assists in coordination of other functional areas on matters related to Procurement, prepares responses as necessary to customer correspondence and other requests.
  • Uses specialized knowledge to solve complex and unique problems.
  • Coordinates the financial forecast based on monthly deliveries and ensure that financial objectives are achieved on a quarterly and annual basis.
  • May develop, write, and administer commercial contracts in support of overhead operations.
  • Performs other duties assigned.
Qualifications Minimum Qualifications:
  • Education:
    • BS/BA Degree or an equivalent combination of education and experience from which comparable knowledge and job skills can be obtained. (One year related experience may be substituted for one year of education, if degree is required)
  • Experience:
    • Minimum of 12-15 years’ specialized experience administering contracts/subcontracts, purchasing contract administration or materials management in support of US Federal Government prime contracts.
    • Thorough working knowledge of the Federal Acquisition Regulations (FAR), DoD FAR Supplement, and other departmental supplements as applicable.
    • Experience communicating effectively with executive level leadership.
  • Other Requirements:
    • U.S. Citizenship required
    • Ability to obtain a US DoD Secret clearance
    • Some travel (up to 15%) may be required to supplier locations
  • Skills:
    • Capable of working independently in a high-paced, demanding environment and able to adjust priorities frequently to include new taskings, purchasing, and compliance
    • Strong communicator, able to constructively lead people to goal achievement and personal capability improvement and correspondingly be an advocate for them and the supply chain organization.
    • Solid track record of maintaining compliance with company policy and FAR/DFARS
    • Excellent problem solving, negotiation, and organizational skills/techniques
    • Ability to manage productivity and performance of a geographically distributed team
    • Ability to work quickly and efficiently with little to no error rate.
    • Possess analytical and interpersonal skills in order to perform the job
  • Software:
    • High proficiency in Microsoft Office products including, but not limited to Excel, Outlook, Word, Teams, and SharePoint
    • SAP S4 Hana proficiency preferred
  • Technology:
    • Computer, printer, calculator, phone, copy/scan/fax machine and other general office equipment.
