LOCATION OF POSITION

\r\n\r\nMaryland Department of the Environment\r\nWater and Science Administration\r\nEnforcement Division, Compliance Program\r\n1800 Washington Blvd.\r\nBaltimore, MD 21230\r\n\r\n\r\nReports to\r\nBaltimore office three days a week, may choose to participate in field inspections\r\non occasion for training purposes, telework two days a week. \r\n\r\n

Main Purpose of Job

The Natural Resources Planner II will serve as an enforcement action case\r\nplanner and principal project manager, providing general and technical support\r\nfor the preparation of litigation packages based on administrative orders and\r\ncivil penalty assessments. The incumbent in this position will develop and\r\nimplement enforcement strategies to ensure compliance with water pollution\r\ncontrol laws and regulations. Responsibilities include managing enforcement\r\nactions related to National Pollutant Discharge Elimination System\r\n(NPDES)/State Discharge Permits for municipal and industrial facilities, NPDES\r\nPretreatment, combined sewer overflow (CSO) and sanitary sewer overflow (SSO)\r\nprograms, sediment and erosion control, tidal and nontidal wetlands, industrial\r\npretreatment, well and septic systems, and waterway construction.\r\n\r\n\r\n\r\nThis position may involve the following working conditions:\r\n\r\n\r\n Exposure\r\n to hazardous conditions may result in injury.\r\n Work\r\n sometimes involves site inspections to industrial, construction sites and\r\n wastewater treatment plants.\r\n Physical\r\n demands such as lifting 50 pounds or more, climbing ladders etc.\r\n Site\r\n inspections may necessitate walking over rough terrain in adverse weather\r\n conditions,\r\n some climbing as needed.\r\n Required\r\n use of protective equipment-such as goggles, gloves, hearing protection, steel\r\n toe shoes, hard hats and masks-during site visits when required.\r\n\r\n\r\n

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in an environmental science or natural resources planning, management or development.\r\nExperience:One year of experience in natural resources planning orapplied environmental science.\r\nNotes:\r\n1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in urban orregional planning, engineering, physical geography, or thephysical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.\r\n2. Candidates may substitute the possession of a Master's degree from an accredited college or university in natural resources planning, management, administration,development, environmental, urban or regional planning; resources economics or development; environmental systemmanagement; water or land resources planning andmanagement; environmental landscape architecture; or thephysical, biological, chemical or environmental sciencesfor the required experience.\r\n3. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in thegeneral natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Please note that your answers to the supplemental\r\nquestionnaire must correspond to the information provided on your application\r\nto receive credit.\r\nIt is preferred that the selected candidate have the following:\r\n\r\n\r\n\r\n\r\n\r\n\r\n Experience enforcing water pollution\r\n control laws and regulations as it relates to the federal Clean Water Act\r\n (CWA), the National Pollutant Discharge Elimination System (NPDES), or\r\n state/local laws and regulations. \r\n Experience obtaining, compiling,\r\n analyzing, and interpreting data to determine compliance with laws and\r\n regulations related to enforcement cases or project management. \r\n Experience working with a diverse\r\n population, including Engineers, Financial Analysts, Attorneys, Inspectors,\r\n local government officials, corporation owners, and the general public. \r\n Excellent written and verbal\r\n communication skills, including experience with technical communications\r\n referencing laws/regulations, compliance, data, etc.\r\n\r\n\r\n
