Main Purpose of Job
The Natural Resources Planner I is an\r\nentry-level position that will perform compliance monitoring of public drinking\r\nwater facilities in a regionally assigned area of the State. The incumbent in\r\nthis position will generate environmental monitoring data used to determine a\r\nfacility's compliance with Maryland regulations, as well as compliance with the\r\nregulations established under the Environmental Protection Agency's (U.S. EPA)\r\nSafe Drinking Water Act (SDWA). The data collected at these permitted sites will\r\nbe used by MDE's regulatory authorities in the Water and Science Administration\r\n(WSA) to enforce permit requirements and regulate Maryland's drinking water\r\nfacilities to ensure maximum contaminant levels (MCLs) are not exceeded.\r\n\r\nThe incumbent will also perform\r\nvarious activities to assess and report the condition of shellfish harvesting\r\nwaters of the Chesapeake Bay. This includes the inspection, evaluation, and\r\nidentification of environmental impacts from point and non-point pollution\r\nsources affecting tidal and non-tidal waters. Inspections are conducted to\r\nidentify actual or potential environmental impacts, including, but not limited\r\nto, improper animal waste practices, failing on-site wastewater treatment\r\ndisposal systems, petroleum violations, and sediment/nutrient loading. The\r\nincumbent will carry out inspections to determine and enforce compliance with\r\npermit and license requirements and local, State, and Federal environmental\r\nlaws and regulations. The incumbent will also assist in monitoring Maryland's\r\nshellfish harvesting waters by gathering physical, chemical, and\r\nbacteriological data in designated rivers, bays, and estuaries. This data\r\nassists MDE's Public Health Section in making regulatory decisions and supports\r\nregulatory mandates necessary for Maryland's continued Federal Food and Drug\r\nAdministration (FDA) certification as a nationally approved shellfish exporting\r\nstate.\r\n\r\n\r\nThe working\r\nconditions of this position may involve:\r\n\r\nThe incumbent of this position must perform work in all weather\r\nconditions. \r\n\r\nThe work involves potential exposure to many hazards, including (but not\r\nlimited to) contact with chemicals used for sample preservation and water\r\ntreatment processes, entry into confined spaces, proximity to loud machinery,\r\nas well as many natural and traveling hazards.\r\n\r\nThe incumbent will also be required to climb ladders and lift heavy\r\ncoolers containing samples and ice. \r\n\r\nThe incumbent is required to wear protective equipment such as hard hats,\r\nlatex surgical gloves, protective clothing, goggles for eye protection, and\r\nsunscreen as needed.\r\n\r\nThe incumbent in this\r\nposition will be required to drive a State vehicle.If you maintain an out-of-state\r\ndriving license, you must provide a certified copy of your driving record for\r\nthe appropriate Motor Vehicle Administration at the time of appointment.\r\nIndividuals must maintain a driver's license with no more than 5 points on\r\ntheir driving record in order to drive a State vehicle.\r\n
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university in an environmental science or natural resources planning, management or development.\r\nExperience:None.\r\nNotes:\r\n1. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in urban orregional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.\r\n2. Candidates may substitute U.S. Armed Forces militaryservice experience as a commissioned officer in thegeneral natural resources management and biological sciencesclassifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required education.\r\n
