Job Summary: Patriot Enterprises, LLC is seeking an experienced Operations Research/Systems Analyst (ORSA) to provide Command Operational Analysis and Assessment capability to support performance of the US Army Cadet Command requirement . The ORSA will perform professional and scientific work necessary to complete and maintain the design, development, and execution of operational analysis and assessments. Responsibilities include, but are not limited to: Utilize appropriate statistical and analytical techniques to identify significant insights and findings. Participate in staff working groups to develop insights and actionable recommendations to inform resourcing decisions. Support the development, implementation, execution, and analysis of the command's operational requirements and outcomes, as well as managing all associated data analysis and integration activities. Participate in, coordinate, and/or lead the establishment of data collection plans. Develop data analysis products (data bases, data tables, dashboards, charts, graphics, and written reports) to visually portray metrics, data, and assessment results. Develop analysis and assessment tools that facilitate data input, data integrity and validation checks, and builds data mining techniques. Perform as an integrated team member to ensure day-to- day operational functions are conducted seamlessly absent additional guidance. Prepare briefings and presentations on the analysis and assessments progress and results, to include preparation of technical reports and/or documents on progress and results. Meet with organizations, directors, staff principles, and action officers to develop appropriate statistical techniques to identify insights and actionable recommendations. Develop products for function and process system mapping, Capability Gap Analysis, Manpower Analysis and Requirements Determination, Internal Process Gap analysis, evaluation of operational goals and objectives. Coordinate and ensure collaboration for all aspects of Operational Analysis Projects and Initiatives into other USACC planning and analysis efforts. Complete data management, analysis, and integration activities supporting operational plans, projects analysis and assessment efforts. Basic Qualifications: Advanced degree in Science, Technology, Engineering or Math (STEM).Minimum of two (2) years' experience at the Division level or higher in operational assessment and analysis.S. citizenship requiredMastery in identifying key management indicators to achieve command strategic objectives.Expert knowledge in database software, qualitative and quantitative analysis, and data collection management.Experience consistent with senior level analysis and interaction with Lieutenant General or higher headquarters, Department of Army, and Office of the Secretary of War staff.The ability to interact with high level military and civilian officials (Major General level or higher) in order to present analysis and gain approval of controversial concepts.Comprehensive understanding in all phases of knowledge management and data management.Must speak, read, and comprehend English with fluency required to read and understand printed regulations, detailed written orders, operating procedures, training instructions, etc.Ability to obtain and maintain any security clearance or suitability determination required for the position.
