Job Description
POSITION OVERVIEW
The Analyst/Senior Analyst, Environmental and Regulatory Projects will advise on federal, state, and local agency requirements as well as industry standards relevant to the permitting, construction, and operation of Liquefied Natural Gas ("LNG") facilities. Under general supervision, the Analyst will support permitting projects through all phases of the FERC regulatory process, other environmental permitting, including legal challenges to permits, and general regulatory support of LNG and pipeline projects in the development and construction phases.
RESPONSIBILITIES AND ESSENTIAL DUTIES
  • The Analyst/Senior Analyst will work to support the Environmental and Regulatory Department's overall mission of permitting new projects and expansions, providing compliance support, and evaluating regulatory changes across a wide range of regulatory programs, including but not limited to such programs developed under the NGA, NEPA, the Clean Air Act, the Clean Water Act, PHMSA and the Pipeline Safety Laws.
  • The Analyst/Senior Analyst will support the broader team's efforts under FERC's NGA and NEPA process for jurisdictional projects and activities, including preparing and reviewing technical reports, oversight, and review of hazards analysis, and progressing siting requirements for LNG facilities.
  • Interface with engineering and other technical staff including internal stakeholders, contractors/consultants, and representatives of state and federal agencies for example: FERC, USACE, USFWS, TCEQ.
  • Ensure timely communication of project schedules and deliverables, as well as timely submission of required notifications applicable for facilities in development and under construction.
  • Advises the regulatory team, other groups within the company as well as federal regulators on complex regulatory issues and industry codes and standards.
  • Monitor, audit, and prepare reports to assure compliance with applicable regulations, permit conditions, site-specific conditions, requirements, policies, or other authorizing documents required by federal, state, and local regulatory agencies.
  • Update management on any deviations related to permit conditions or other performance requirements. Seek continuous improvement in alignment with corporate and facility performance goals.
  • Assist with the review and oversight of new regulatory initiatives ensuring compliance with existing regulations.

KNOWLEDGE AND SKILLS
Knowledge: Expertise in U.S. regulatory requirements, policies, guidance, and industry standards, including those relevant to FERC Natural Gas Act ("NGA") Section 3 and Section 7 permitting and PHMSA regulations applicable to the design and construction of LNG and pipeline facilities. Broad understanding of federal, state, and local regulations, codes, standards and permits required to construct LNG and pipeline facilities, including but not limited to the Natural Gas Act, the Clean Air Act, the Clean Water Act, and the National Environmental Policy Act. An understanding of the design, siting, and construction of LNG facilities, including hazard modeling software and layers of protection.
Skills:
  • Excellent written, oral, and interpersonal communication skills.
  • Organized and able to manage multiple activities and programs timely and with a high degree of accuracy.
  • Ability to quickly understand and summarize key developments across a wide range of federal, state and local regulatory programs. Skill in developing presentations, briefing sheets, and analysis related to the overlay of such legal and regulatory requirements and developments against Company initiatives.
  • Problem solving and analytical skills.
  • Ability to work independently and with minimal supervision in a dynamic work environment.
  • Experienced with Microsoft Office Suite consisting of Word, Excel, Access, and PowerPoint.

EDUCATION AND EXPERIENCE
Education and Certifications:
  • Education and Certifications: Bachelor's degree in environmental sciences, Engineering (Mechanical, Chemical, Process Safety, or Fire Protection preferred), or a related field.
  • Experience:
    • Analyst: Three (3) years or more of relevant experience, LNG preferred. Compensation will be determined by level of experience.
    • Senior Analyst: Five (5) years or more of relevant experience, LNG preferred. Compensation will be determined by level of experience.

FREEDOM TO ACT
The Analyst/Senior Analyst has a high degree of aptitude in their field and requires moderate supervision. The Analyst/Senior Analyst shall be empowered to recommend corrective actions as needed and will document the corrective actions that may have violated company policy or laws and regulations pursuant to facility regulatory requirements, permits or authorizations.
WORK CONDITIONS
  • Job is performed in a typical office and/or construction site environment, is subject to time pressures and constraints, and is often dependent on input from others.
  • Business requirements may occasionally necessitate that work be performed from home, after normal work hours or on weekends.
  • Business requirements may include periodic travel to operating facilities or facilities under construction.
  • Subject to drug and alcohol testing, per applicable federal regulations or as required by Cheniere.
