Job description

Leidos Security Operations is seeking a proven, experienced security professional for a Senior Security Manager, to lead a multi-functional team and manage a portfolio of programs supporting our Cyber & Analytics Business Area supporting our Intelligence Community (IC) customers. This is an incredible opportunity to apply your leadership and security experience in leading a team of security professionals across multiple locations and providing direction and oversight of security support to SCI programs in support of impactful business operations.

Primary Responsibilities
This leader will be responsible for the s

security oversight and management of trusted security support for multiple contracts ensuring the proper implementing of the industrial security program and ensuring company and customer security requirements are met and exceeded.
*This leader will guide and develop a highly motivated team of industrial security professionals across multiple states and cleared facilities.
This leaders will interface with all levels of Leidos personnel and government officials to ensure contract security compliance with the National Industrial Security Program Operating Manual 32 CFR Part 117 (NISPOM), Contract Security documents and Program Classification Guides.
The applicant must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information.
The applicant must have a proven ability to apply risk mitigation in solving complex security challenges
The applicant will provide clear guidance to company employees and recommend modifications to operations policies or procedures as appropriate.
The applicant will provide day-to-day oversight and guidance to security personnel in relation to their security program(s), personnel clearance processing, program reviews, document control and security audits.
The applicant will provide oversight and direction on security violation/infraction investigations & reports, receipt/dispatch/destruction/mail logs, visit certs, etc.
The applicant will provide technical security experience in the following security disciplines: personnel, physical/industrial, computer investigations and operations.
The applicant will need to be proficient at preparing and disseminating security requirements, guidance, and procedures.
The applicant will ensure training of security personnel on how to properly create and conduct SCI briefings relevant to specific program missions for program personnel.
The applicant is expected to collaborate with members of the DoW, IC and other officials as required to maintain knowledge and understanding of current security requirements.
The applicant will provide guidance to security personnel on how to monitor, update and maintain personnel/program records (e.g. database and hardcopy) of security actions, as well as interpret security policies on matters pertaining to processing, dissemination and controlling of classified material.
The applicant is expected to effectively coordinate security initiatives or requirements with internal and external security offices and business areas.
The applicant will monitor and manage security operations across the Sector and provide status reports and recommendations to various levels of internal security and business leaders.
The applicant will provide guidance on how to effectively build and maintain a security program to include how to create, manage and execute Security Awareness and CI training programs.
The applicant will work closely and collaborate with internal and external managers to ensure understanding of program operations.
The applicant will be expected to work extended hours as required.
The applicant will have experience in creating and authoring Security Volumes for Request for Proposals.

Basic Qualifications
Bachelor's degree and 8+ years of relevant experience or master's with 6 years of relevant experience required
Minimum of 6-8 years of experience leading and managing CPSOs, CSSOs or FSOs to include experience administering and providing performance feedback, setting goals and approving timecards
Experience managing multiple programs to include collaborating with site leadership, program leadership and members of the executive leadership team
Ability to travel to security sites around the Northern Virginia and Washington, D.C. Metro Area
Experience briefing large audiences on the security status of programs
Has a deep knowledge of the security discipline to manage highly complex or specialized projects/process improvements
Uses influence and expert knowledge in presenting solutions/approaches
Thorough working knowledge of the NISPOM, other government regulations (e.g. Intelligence Community Directives (ICD), and Security Executive Agent Directives (SEADs) as well as customer specific policies and directives
Self-starter with ability to independently manage tasks
Commitment to security - creating and delivering the highest value to customers
Strong background utilizing Microsoft Office products such as Word, Excel, PowerPoint, and Teams
Evaluate and interpret clearance decisions made by government customers
Ability to interpret company and government security policies and apply them to program operations
Strong understanding of Physical Security requirements of ICD 705 to meet contractual needs, experience with SCIF Buildouts from start to finish
Proven ability to manage Sensitive Compartmented Information programs
Thorough understanding and working experience with government and corporate security databases such as SIMS and customer databases
Thorough experience mentoring security employees on how to consolidate SCI nomination packages for submission to customer. Experience reviewing SF 86s, Foreign Contact Forms and other supplemental forms
Experience setting a standard for establishing the creation of initial security briefings, debriefings, indoctrinations, pre/post foreign travel briefings and refresher briefings, as appropriate
Strong communication skills, both oral and written
Candidates must possess an active Top Secret clearance with SCI eligibility and Polygraph

Preferred Qualifications:
*Experience leading security teams supporting IC customers
Experience managing large complex programs and teams geographically disbursed
Experience building SCIFs to ICD 705 technical specifications
Established relationship and partnership with government entities across the IC
Current Industrial Security Certification FSO, CPSO or CSSO training/certificate(s)
Experience training security personnel on developing and implementing security Standard Operating Procedures (SOPs) and emergency action plans
Knowledge of Access Control and Intrusion Detection Systems
Resourceful in solving problems and capitalizing on opportunities
Member of Security Organizations/affiliations (e.g. ISWG or NCMS)
