Job description

JOB SUMMARY
Supports the Director of Operations in leading and overseeing comprehensive security operations across all Massachusetts State Lottery Commission (MSLC) facilities, with a strong emphasis on the administration, maintenance, and optimization of enterprise security technology systems. This position serves as a key technical resource responsible for the operation, configuration, troubleshooting, and support of critical security infrastructure, including video surveillance, digital recording platforms, access control systems, and related hardware and software.
In addition to technical system administration responsibilities, this role supervises daily security operations, monitors system performance and security activities, ensures compliance with applicable regulations and policies, safeguards personnel and assets, and coordinates investigative, physical security, and risk mitigation efforts. The position assists in developing and implementing security policies, procedures, technology initiatives, and strategic programs designed to maintain the integrity, reliability, and effectiveness of Lottery operations statewide.
ESSENTIAL FUNCTIONS
  • Assist in coordinating the day-to-day operations of Security for MSLC facilities.
  • Lead the administration, configuration, maintenance, and troubleshooting of enterprise security technology systems, including CCTV/video management systems, access control systems, intrusion detection systems, and associated hardware and software.
  • Administer user accounts, permissions, authentication access, and system configurations for Security-controlled systems and applications.
  • Maintain and monitor system logs, audit records, retention systems, and operational documentation related to Security technology platforms and regulatory compliance requirements.
  • Deploy and manage operating system updates, security patches, firmware updates, and service packs for Security systems, servers, and workstations.
  • Supervise and manage Security Coordinators including scheduling, payroll administration, performance development, and operational support.
  • Manage third party Security vendors.
  • Assist with writing and carrying out procedures and policies for all MSLC employees and facilities or as otherwise assigned by the Director of Operations.
  • Focus on protecting the privacy and security of Multi-State Lottery Association (MUSL) and MSLC drawing data.
  • Act as MSLC's MUSL Administrator in the absence of the Director of Operations.
  • Assist with ensuring compliance with applicable MUSL rules and certifications. Provides support during MUSL audits and monitors access to Security controlled servers and computers.
  • Oversee processing of winning ticket validation requests and lost/stolen inventory reporting.
  • Assist the Director of Operations in the oversight of the Security budget and the payment for products and services.
  • Monitor and identify any potential illegal activity within Lottery Regional Offices, Headquarters, and licensed Lottery agents/owners.
  • Support the Director of Compliance and Human Resources to develop and implement comprehensive training programs: First Aid/CPR/AED certification; fire drills and fire extinguisher use; self-defense; active shooter response; and bomb threat awareness, ensuring adherence to procedures, ethics, and integrity standards to enhance overall Lottery operations.
  • In coordination with the Director of Operations and the Director of Compliance, acts as a liaison between local, state and federal law enforcement agencies pertaining to illegal activity involving Lottery employees, vendors, agents and storeowners.
  • Working with cross-departmental partners, assist in resolving routine problems that affect the operation and/or objectives of the Lottery.
  • Assist with providing Security needs on future build outs that include coordinating with Lottery vendors and key Lottery staff members.
  • Investigate and follow up on unauthorized access/breaches of security, employee and customer incidents and external threats. Maintain logs, reports and available video of breaches/incidents and coordinate with members of the management, human resources and legal teams. Make recommendations of corrective action to the Director of Operations and the Director of Compliance.
  • Maintain historical records for all MSLC and MUSL draws.
  • Render first responder services to all emergencies and incidents within the scope of training.
  • Assist with monitoring the secure destruction of sensitive materials.
  • Maintain and update key inventory for all MSLC facilities.
  • Participate in and make recommendations on performance evaluations.
  • Must maintain a valid Driver's License.
  • Requires travel to different MSLC locations.
  • Perform related tasks as assigned.
  • The events of certain circumstances, i.e., State of Emergency, Lottery need, etc., may determine this position as essential.
  • Successfully satisfy mandatory CORI requirements.
    Work schedule is Monday - Friday, 7:45am - 4:00pm, 100% in-office

Qualifications:
REQUIRED QUALIFICATIONS
  • Extensive knowledge of security technologies, including CCTV, intrusion detection, and information security frameworks.
  • Experience with Active Directory, user account administration, system patching, and access management preferred.
  • Hands-on experience supporting Windows-based security infrastructure.
  • Experience troubleshooting technical security systems and coordinating with vendors and IT teams.
PREFERRED QUALIFICATIONS
  • College degree or equivalent experience (10 years plus) in Computer Science, Information Technologies, Cyber Security, Criminal Justice or Business Administration.
  • Prior managerial experience.
  • Experience with network-connected security infrastructure.
  • Experience with cybersecurity or information security practices.
  • Strong ability to work with Executive staff to achieve common goals.
  • Ability to diagnose and resolve technical issues involving security hardware, software, and network-connected systems.
  • Experience coordinating with IT teams and third-party vendors on security infrastructure, upgrades, and system maintenance.
  • Excellent communication and leadership skills, with experience working collaboratively with executive leadership, unionized staff, and vendors.
  • Considerable knowledge of the operations of the MSLC, MUSL and its practices, policies, procedures, rules, and regulations.
  • Ability to organize data and initiate reports.
  • Experience with security audits/compliance frameworks.
  • Ability to evaluate methods, systems, and procedures.
  • Ability to make effective oral and written reports and recommendations.
  • Ensure employee awareness and knowledge of Lottery Policies and Procedures.
  • Ability to perform investigations of personnel and operation, to analyze results and make recommendations of action for sensitive and confidential matters.
