Job description

Business Analyst – HUD & Section 8 HCV Program

Location: NYC

Long term Contract

F2F Interview at NYC

We’re seeking an experienced Business Analyst with deep expertise in HUD regulations and the Section 8 Housing Choice Voucher (HCV) Program. The ideal candidate has 8+ years of hands on HCV experience and a strong background in process analysis, compliance, and data driven decision making.

Responsibilities

•             Analyze HCV program operations, workflows, and data to improve efficiency and compliance

•             Interpret HUD regulations and translate requirements into business and system changes

•             Develop business requirements, process maps, and documentation

•             Support implementation of HUD initiatives (HOTMA, NSPIRE, SEMAP updates)

•             Create reports and dashboards to monitor program performance

•             Collaborate with program, IT, and vendor teams to ensure accurate system configuration

Requirements

•             8+ years of direct experience with HUD’s HCV Program

•             Strong knowledge of HUD regulations, and Section 8 HCV operations

•             Experience with business process analysis and requirements gathering

•             Familiarity with housing systems (Yardi, Emphasys, Tenmast) and HUD tools (PIC/EIV)

•             Strong analytical, communication, and documentation skills
