Job description

Job Summary

The Scrum Master / RTE acts as a servant leader and will manage and optimize the flow of value across multiple integrated project teams. You drive program-level execution, manage cross-team dependencies, and ensure alignment with clientโ€™s strategic transit and technology goals.

Key Responsibilities

  • Facilitate Program Events: Organize and lead Program Increment (PI) planning sessions, ART syncs, Scrum of Scrums, and Inspect & Adapt (I&A) workshops.
  • Manage Value Flow: Use program Kanban boards and metrics to track the execution of features, capabilities, and transit project milestones.
  • Remove Impediments: Escalate and resolve systemic program-level blockers, risks, and cross-team dependencies that individual Scrum Masters cannot clear.
  • Coach Leadership & Teams: Mentor team Scrum Masters, Product Owners, and agency stakeholders on Lean-Agile practices and scaled delivery frameworks.
  • Stakeholder Alignment: Serve as the primary liaison between technical delivery teams, agency leadership, and external contractors.

Qualifications & Requirements

  • Education: Bachelorโ€™s degree in Engineering, Computer Science, Business Administration, or related field.
  • Experience: 5+ years of experience as a Scrum Master, Agile Coach, or RTE in a scaled environment (transit, rail operations, or large public sector tech integration preferred).
  • Certifications: SAFe Release Train Engineer (RTE) or SAFe Practice Consultant (SPC) certification highly desirable.
  • Skills: Expert knowledge of Jira/Confluence, risk management (ROAM), value stream mapping, and public transit governance.
