Job description

Description Position Summary

The Solution Technical Lead is the day-to-day technical authority embedded within product/scrum teams, responsible for translating architecture and engineering direction into executable sprint-level delivery. This role bridges the gap between enterprise architecture, engineering execution, and DevSecOps operations — ensuring technical quality, integration compliance, and delivery velocity across assigned products.

Key Responsibilities
  • Serve as the primary technical point of contact for assigned products, guiding teams through build planning, sprint execution, and release activities
  • Lead solution architecture planning and execution for assigned products, creating and maintaining Solution Architecture Packages including business, systems, application, and data architectures
  • Develop AS-IS and TO-BE Architecture Models for specific products using VA-prescribed formats (DoDAF, UAF); update each release
  • Define solution-level roadmaps and maintain product-specific data models
  • Guide product team execution by maintaining requirements, updating solutions, and ensuring alignment to planned KPIs during PI execution
  • Oversee interface development and integration control, including ICR registration and Interface Control Documents (ICDs) for new integrations
  • Ensure automated build and CI/CD pipeline capabilities are operational and compliant with VA TRM-approved tools
  • Support ATO maintenance by ensuring all security scanning, remediations, and A&A artifact updates are incorporated into build planning timelines
  • Provide technical leadership for Tier II/III troubleshooting and sustainment support
  • Collaborate with the Enterprise/Solution Architect to ensure product-level work aligns with the HELM-wide SAFe Architectural Runway
  • Support PI Planning, backlog refinement, and requirements elaboration; decompose Epics into Features and User Stories
  • Provide technical input to Requirements Analysis Proposals (RAPs) including LOE estimates, skill set recommendations, and risk identification
Qualifications Required Qualifications
  • Bachelor's degree in Computer Science, Software Engineering, Systems Engineering, or related field and 13 years of relevant experience
  • 7+ years of technical experience in software development and systems integration, with at least 2 years in a technical lead role on federal programs
  • Demonstrated experience with SAFe Agile, DevSecOps, and hybrid SDLC methodologies
  • Proficiency with approved development and collaboration tools (GitHub, Jira, ServiceNow)
  • Experience with cloud platforms (AWS, Azure, VAEC) and containerization (Kubernetes, Docker)
  • Familiarity with VA enterprise systems and integration patterns (FHIR, REST APIs, ESB/EAI, VistA, Oracle Health EHR)
  • Knowledge of VA TRM, ATO/A&A processes, and VA DevSecOps Release Framework
  • Strong communication skills; ability to translate complex technical concepts for VA stakeholders and non-technical audiences
  • Must be able to obtain and maintain a Public Trust
