JOB DESCRIPTION/DUTIES:

The Scientific Program Manager will provide scientific, technical, and project management support to the National Center for Advancing Translational Sciences (NCATS). This role supports specialized scientific programs requiring expertise in mechanical engineering, automation, research management, data analysis, and scientific program coordination. The Scientific Program Manager will coordinate projects from initiation through completion, prepare scientific and administrative materials, support meetings and workshops, track project progress, and help evaluate program performance and future research initiatives.

Scientific Program & Project Management

Perform study design, management, decision making, workgroup material reviews and presentations.

Coordinate and document projects from beginning to completion; monitor and report the status of completion, funding and results attained; provide progress reports.

Provide research management and analytic support for a range of major projects, including development of research protocols, coordination of large scientific initiatives, designing and developing survey data collection instruments, developing computerized systems for data collection, reviewing and editing analytic databases.

Collaborate with staff on the planning, implementation, coordination and evaluation of programs and initiatives in the assigned specialty area of research.

Work with staff on planning and implementing project-based activities; e.g., workshop planning, resource evaluation, communication strategy, assist with report writing/editing, etc.

Contribute to the writing and development of executive summaries and reports to share with key partners.

Track implementation of the Project; review progress in relation to the plan; work with the Project Team to revise the plan as needed; develop and maintain a project-tracking document.

Meet with upper-level management on a regular basis to provide oral reports on the status of on-going projects and to receive new assignments.

Coordinate and design activities related to the development, approvals and launching of new research funding concepts.

Develop project specific plans and timelines needed to execute studies and research and other projects.

Work with staff on the development and coordination of scientific initiatives.

Meet with staff on a regular basis to provide oral reports on the status of on-going projects and to receive new assignments.

Identify operational and technical problems; work with staff to identify a recommended action plan and solutions.

Provide scientific and management support to staff on planning and implementation of projects, including setting priorities, managing assigned tasks, monitoring project status, reviewing deliverables, and providing status updates.

Research Management, Analysis & Data Support

Prepare data summaries, manuscripts, professional presentations and patient educational materials.

Spearhead compilation, analysis and organization of scientific, program and related information; and develop and/or lead data analysis/ dyadic data analysis.

Oversee all data management activities and development of data files for internal and external use as necessary.

Plan, initiate, monitor and conduct administrative/portfolio analyses to evaluate the effectiveness of the program in meeting established goals.

Review and summarize materials and data; gather and coordinate information for review; conduct data entry and file maintenance; edit and/or prepare text, data and charts.

Perform scientific and administrative reviews and analyses of applications/proposals from a programmatic viewpoint.

Scientific Meetings, Workshops & Communications

Attend and participate in multidisciplinary research team meetings and functions.

Prepare briefing materials and summaries of meetings, workshops, and conferences.

Attend review, scientific, in-house and various other meetings; provide minutes/reports and self-directed analysis when requested.

Plan, organize and participate in technical meetings and consultations that convene diverse experts to advance key issues in scientific research.

Program Evaluation, Process Improvement & Strategic Planning

Troubleshoot and resolve operational problems related to clinical research protocols.

Provide scientific evaluation and analysis to facilitate management of Programs related to bioinformatics and big data.

Identify gaps in existing scientific knowledge and provide recommendations for future research efforts.

Evaluate program activities to identify issues and develop recommendations for improvement.

Develop and implement comprehensive studies of performance measures to evaluate program productivity, develop metrics and milestones to assess progress of the program.

Monitor automated robotic systems including coordinating use, maintaining and calibrating hardware, and preparing screening libraries.

Perform research in support of strategic planning for the program's research programs and coordinate and design activities related to the development, approvals and launching of new research funding concepts.

Discuss directions and developing areas with leading authorities.

Work with staff on the development and coordination of scientific activities within the initiative.

EDUCATION/EXPERIENCE/EXPERTISE REQUIREMENT:

Master's degree in Scientific or Engineering Field.

17-19 years of experience managing scientific, technical, research, or engineering projects from planning through completion.

Experience supporting specialized projects involving custom automation, mechanical engineering, automated systems, or laboratory equipment.

Demonstrated proficiency with Microsoft Office Suite, including Word and Excel.

Experience with SolidWorks and OnShape.

Knowledge of research conduct, research compliance, and scientific program operations.

Strong analytical, organizational, writing, time management, oral communication, and written communication skills.

Ability to work collaboratively with multidisciplinary research teams, scientific staff, leadership, and external experts.

Ability to meet customer site and program requirements, including NIH biosurety program enrollment requirements, if applicable.

U.S. Citizenship.

PREFERRED EDUCATION/EXPERIENCE/EXPERTISE:

Experience supporting NCATS, NIH, HHS, or other federal scientific research programs.

Experience with agile project management planning and execution of agile ceremonies.

Experience developing project plans, timelines, milestones, program metrics, performance measures, and progress tracking documentation.

Experience coordinating scientific workshops, technical meetings, consultations, conferences, or multidisciplinary research team meetings.

Experience with scientific program evaluation, portfolio analysis, strategic planning, policy and procedure development, and process improvement.

Experience supporting robotic systems, lab automation, screening workflows, equipment maintenance, or hardware calibration.

Experience developing computerized systems for data collection, survey instruments, analytic databases, or related scientific data management tools.
