Job description

We’re seeking a highly skilled Scientific Program Manger to support major research initiatives for a leading federal health organization. Key Responsibilities
  • Develop and implement robust policies and procedures for clinical research and scientific programs.
  • Lead study design, management, and decision-making processes; review and deliver materials for internal and external stakeholders.
  • Coordinate end-to-end project execution—including documentation, milestone tracking, funding oversight, and outcome reporting.
  • Provide research management and analytical support for diverse, high-impact projects: protocol development, survey instrument design, database review, and computerized data system implementation.
  • Collaborate with cross-functional teams to plan, execute, and evaluate programs across clinical, scientific, and regulatory domains.
  • Collect, analyze, and synthesize scientific program data; prepare summaries, manuscripts, presentations, and educational resources.
  • Oversee comprehensive data management, including analytic database development and maintenance for internal/external use.
  • Conduct administrative and portfolio analyses to evaluate program efficiency, impact, and alignment with strategic goals.
  • Plan and participate in technical workshops, multidisciplinary meetings, and consultations; develop and present briefing materials and reports.
  • Troubleshoot operational and technical challenges in research protocols; provide evidence-based recommendations for improvement.
  • Identify research gaps, develop programmatic solutions, and analyze grant proposals in collaboration with scientific leadership.
  • Support strategic planning and implementation of new research programs to advance national healthcare priorities.

Requirements 
  • Bachelor’s degree (minimum) in a scientific, health, regulatory, or project management discipline; Master’s or PhD preferred
  • Minimum 2 years’ experience in clinical research, scientific program management, project management, or healthcare analytics
  • Demonstrated expertise in research protocol development, regulatory compliance (FDA, ICH-GCP), and clinical trial operations
  • Experience coordinating cross-functional teams in scientific, healthcare, or research environments
  • Advanced proficiency with data management systems, database tools, and analytic platforms (SQL, REDCap, etc.)
  • Strong written and verbal communication skills; ability to produce and present professional reports and scientific documents
  • Proven analytical, organizational, and problem-solving skills
  • Federal government, DoD, VA, NIH, or large healthcare system experience highly preferred
