Job Description
We are seeking an experienced IT Program Manager to lead the planning, coordination, and delivery of complex technology initiatives that support strategic business objectives. This role oversees large-scale programs that include both custom software development and commercial off-the-shelf (COTS) solution implementations. The Program Manager will coordinate across multiple Agile teams, stakeholders, and vendors to ensure initiatives are delivered on time, within budget, and aligned with business goals while driving transparency, governance, and measurable value.

Responsibilities:
  • Lead the end-to-end execution of large-scale IT programs from initiation through post-implementation review
  • Translate strategic business objectives into actionable program roadmaps, release plans, and delivery milestones
  • Coordinate delivery across multiple Agile teams to ensure alignment of sprint goals and program increments
  • Serve as the primary point of contact for program stakeholders including business sponsors, technology leadership, and vendors
  • Provide clear and consistent communication of program status, risks, and dependencies to stakeholders and leadership
  • Facilitate steering committee meetings and executive updates, providing insights and recommendations on program performance
  • Establish and maintain program governance processes aligned with organizational standards and best practices
  • Identify, track, and mitigate program risks, issues, and cross-team dependencies
  • Ensure change management and control processes remain responsive to evolving business priorities
  • Partner with engineering, QA, infrastructure, and security teams to align delivery schedules and resource capacity
  • Manage third-party vendor relationships and ensure contractual obligations and service levels are met
  • Promote a culture of accountability, transparency, and continuous improvement across program teams
  • Develop and manage program budgets, forecasts, and resource allocations
  • Track program metrics and performance indicators to monitor delivery progress and business value realization
  • Continuously evaluate program health and adjust plans to optimize delivery outcomes
Qualifications and Requirements:
  • Bachelor’s degree in Computer Science, Business, or a related field
  • Master’s degree preferred
  • 7+ years of experience in IT program or project management
  • At least 3 years of experience working within Agile delivery environments
  • Proven experience leading large-scale IT initiatives involving custom software development and COTS implementations
  • Experience coordinating delivery across multiple teams, stakeholders, and vendors
  • Strong knowledge of Agile frameworks including Scrum and Kanban and experience with scaled Agile delivery models
  • Excellent communication, stakeholder management, negotiation, and conflict resolution skills
  • Strong organizational and planning skills with the ability to manage multiple priorities and complex initiatives
  • Experience managing vendor relationships and technology delivery contracts
  • PMP or PgMP certification preferred
  • Experience in the insurance or financial services industry highly desirable
