Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Project Controls Scheduling Manager, supporting TOS II, at Arnold AFB in Tullahoma, TN. The Project Controls Scheduling Manager works as a member of the Project Controls group responsible for all cost and schedule management of the United States Air Force Test Operations and Sustainment efforts.

Job Summary

Beyond New Horizons, LLC (BNH) is the team selected by the U.S. Air Force to conduct Test and Operations Sustainment at the Arnold Engineering Development Complex (AEDC) at Arnold Air Force Base in Tennessee.  AEDC operates more than 55 aerodynamic and propulsion wind tunnels, rocket and turbine engine test cells, space environmental chambers, arc heaters, ballistic ranges and other specialized units located in six states. Many of the complex's test units have capabilities unmatched elsewhere in the United States; some are unique in the world. AEDC is one of three installations which are part of the Air Force Test Center (AFTC), one of six subordinate commands of the Air Force Materiel Command organization, and an important national resource.

AEDC's mission is to conduct developmental test and evaluation for the Nation through modeling, simulation, and ground and flight test.  Execution of the mission requires a large team of highly qualified and dedicated professionals from multiple technical disciplines to effectively accomplish the objectives of our test customers

Job Duties:

  • Supervise a Project Controls team of scheduling employees that is responsible for cost/schedule performance, and financial management of an assigned mission area.
  • Coordinate and support Schedule Supervisor in the development of enterprise-wide work processes; scheduling policies and procedures, guidance and training of the BNH scheduling team.
  • Coordinate and support Schedule Supervisor in the monitoring of project schedule data quality, adherence to standards, and EVM related reporting.
  • Responsible for ensuring a comprehensive schedule for the full AEDC Integrated Scheduling portfolio that is current and representative. The schedule will be used as the primary means to communicate the execution plan including prioritization, resource management, and cost forecast for all Mission Areas. This will include production and distribution of the monthly Shared Services schedule deliverables.
  • Subject matter expert in the Branch responsible for implementing scheduling best practices, training, mentoring project teams, and leadership. Implementation of an enterprise schedule is new at AEDC and will require significant investment to develop this skill set within the project teams.
  • Responsible for the processes associated with data collection, production, and analysis of the schedule effectiveness, outage schedule effectiveness, and project cost and schedule performance measures.
  • Continually develop and improve scheduling work processes to ensure timely and accurate decision quality data is available to the Air Force and TOS contract management.
  • Responsible for ensuring Primavera 6 (P6) scheduling software has maximum uptime, minimal risk of data loss, and is available to the scheduling team during working hours.
  • Responsible for the interface with BCITS and adherence to Air Force version control standards
  • Responsible for maintaining the P6 database architecture, enterprise structure, coding structures and ensuring alignment of resource rates with the cost data systems.
  • Single Point of Contact for technical and functional support of the scheduling team.
  • Support the use of common work processes and procedures within assigned function across the TOS contract.
  • Coordinate and prepare the annual workload proposal and subsequent revisions.
  • Actively communicate with management and the Air Force area cost and schedule performance and financial position.
  • It is a condition of employment to wear company issued PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
  • Perform other related duties as required.

Basic Qualifications:

  • BS/BA (Finance/Accounting/Engineering) plus 8 years of progressive and relevant experience or any equivalent combination of education and progressive and relevant experience.
  • 5 years or more experience in Database Administration.
  • Must be able to obtain and maintain a security clearance and access to the AEDC local area network.
  • Current US Citizenship is required.

 

Preferred Qualifications

  • Experience in performing, monitoring, and reviewing cost and/or schedule functions, including cost estimating, cost control, financial reporting systems, and cost analysis.
  • Experience in development and maintenance of a resource loaded schedule utilizing Primavera 6 or similar software.
  • Experience managing and prioritizing multiple project schedules.
  • Experience as a Database Administrator in managing, configuring, and maintaining P6 V19 and later software.
  • Proficiency in preparing and presenting mission critical briefings to senior leadership.
  • Strong communication skills and confidence in reporting cost and schedule performance and financial position to both management and the client.
  • Demonstrated ability to plan, organize, perform, review, and present financial and cost performance data.
  • Working knowledge of earned value management principles.
