JOB OVERVIEW

Provide services and support as a Business and Logistics Management Support Services (BLM/SS) (Lean Six Sigma Master Black Belt) in the DOD/Military Industry Sector focussing on Management And Operations Solutions for clients such as U.S. Coast Guard (USCG | C5ISC) | Chief Information Officer, Assistant Commandant For C5I (CG-6), Command, Control, Communications, Computer, Cyber, And Intelligence Service Center (C5ISC), And Coast Guard Cyber Security Command Located In CONUS - Washington, DC (Remote) and across the United States Region.

RESPONSIBILITIES AND DUTIES

Provide Business and Logistics Management Support Services (BLM/SS) Innovative Solutions on behalf of The US Coast Guard (USCG) Chief Information Officer, Assistant Commandant For C5I (CG-6), Command, Control, Communications, Computer, Cyber, And Intelligence Service Center (C5ISC), And Coast Guard Cyber Security Command.  The requirement is to provide for non- personal services for Contractor Consulting, Project Management and Support, Strategic Planning, Portfolio Management, Business Process Planning, Process Development, Process Integration Planning, Facilities Planning, Marketing and Communications Planning Services, Life Cycle Cost Estimation Services, Cybersecurity Service Provider (CSSP) Program Maturation and Recertification, Acquisitions Lifecycle Support, Enterprise Life Cycle Logistics and Engineering Support to include: Material, Configuration, Business, and Inventory Management, Logistics Supply Support, and Planned Maintenance Development Support Services. These services shall support the missions and requirements of the C5ISC; the Coast Guard Chief Information Officer's (CIO) Office, Commandant (CG-4, CG-6, CG-7, and CG-93); and Coast Guard Cyber Command (CGCYBER).

BACKGROUND: This project supports the Coast Guard (C5ISC) Modernization Initiative shift to a functions-based support structure to standardize processes and procedures across all locations, missions, and asset types. The primary mission is to unify the Coast Guard's command, control, communications, computer, cyber and intelligence support structure and business practices to Deliver Technology Solutions for Mission Success. The C5I Service Center is comprised of a geo-dispersed workforce, numbering over 1,100 dedicated military, civilians, and Team ProSidian committed to meet the demand articulated by the Commandant's Intent, "The rapid pace of innovation in the maritime domain is leading to growing interconnectivity, increased reliance on data and networks, and the deployment of commercial space and artificial intelligence systems".

The CIO, CG-6, C5ISC, and CGCC continue with a technology revolution of end-of-life enterprise systems and are in incessant need for support services to assist the United States Coast Guard (USCG) business and logistics functions during this rapid advancement in technology environments.  CG-6's mission is to enhance the value of C5ISC in performance of USCG missions by developing and aligning enterprise strategies, policies, and resource decisions with USCG strategic goals, mandates, and customer requirements.

Qualifications

Desired Qualifications For Business And Logistics Management | Lean Six Sigma Consultant (USCG3)

Any Lean Six Sigma Master Black Belt required by a BPA Call shall be listed as Key Personnel.  The Lean Six Sigma (LSS) Master Black Belt (MBB) shall assist and mentor Government LSS Black Belt and Green Belt Candidates in completing LSS improvement projects. The LSS MBB shall certify completion of candidate improvement projects when appropriate. These services shall support the missions and requirements of the organizational component at the Call Order level in implementing procedures for process development, monitoring, and improvement at multiple locations consistent with LSS best practices. The LSS MBB shall, at the Government's direction, develop and provide training for Government- appointed personnel in LSS / Continual Process Improvement (CPI) fundamentals (e.g., "Yellow Belt") or applied LSS / CPI facilitation training consistent with the American Society for Quality's (ASQ) defined Body of Knowledge for Certified LSS Green Belts and/or Black Belts.

  • Additional Required Knowledge and Skills: The Lean Six Sigma Master Black Belt shall clearly possess the following knowledge and skills:
  • Skilled in planning and facilitating improvement working sessions
  •  Knowledge of advanced practices from Lean, Six Sigma, Theory of Constraints, and other improvement bodies of knowledge, and skilled in developing and providing training in these and related areas
  • Proficient with Microsoft Office Suite of applications (e.g., Word, Excel, PowerPoint, Outlook, Teams, SharePoint)
  • Skilled in conducting detailed research and analysis of technical data
  • Ability to read and interpret acquisition policy, regulations, and directives

Skills / Abilities / Education / Experience Requirements / Qualifications

Educational Requirements: The Lean Six Sigma Master Black Belt shall have a minimum of a Bachelor's degree in Industrial-Organizational Psychology, Business Management, Information Technology, Industrial Engineering, or a related field.

Certification Requirements: The Lean Six Sigma Master Black Belt shall be certified by an appropriate certifying authority. Department of Defense or American Society for Quality are preferred. Certified Scrum Master certification by an agency accredited by the Scrum Alliance and/or Capability Maturity Model Integration (CMMI) Associate certified by the CMMI Institute may be required at the Call Order level.

Experience Requirements: The Lean Six Sigma Master Black Belt shall have a minimum of eight (8) years' experience in completing Lean Six Sigma improvement projects after certification.

  • Excellent analytical, organizational and time management skills.
  • Strong communication skills, both oral and written.
