Project Overview:

Bechtel's Infrastructure and Power is an exciting and growing business unit that is actively involved with large scale combined cycle projects and behind-the-meter gigawatt scale microgrids for delivering power to Artificial Intelligence (AI) datacenters. The diverse portfolio also includes renewable energy projects encompassing Solar, Wind and Pumped Storage Hydro. Infrastructure and Power business unit strives to exceed customer objectives through utilizing our agility, innovative technologies, and world class talent

Job Summary:

The Resource Lead is responsible for providing support to the Functional Management Team by implementing staffing plans, strategizing key resource development, analyzing progress, identifying gaps, and identifying redeployment opportunities. Critical interfaces include Talent Acquisition, HR personnel, hiring managers on projects, project controls, and business development, etc. This role is within the Engineering function of Bechtel’s Infrastructure business line which is a rapid growing market across the Globe as countries expand and improve their railways, motorways, airports, and even build new cities. Resource planning includes redeployment when projects are complete, increase resources when additional scope is added and planning for future projects. This role requires a great deal of flexibility, diplomacy, and initiative to bridge between PM needs, FM responses, BD prospecting and the many HR processes, Business Process and Talent Acquisition personnel.   Responsibilities and priorities shift quickly from high-level strategy of project management teams, identifying SME gaps and hiring strategies, to working level execution details depending on priorities and gaps. This role is integral to executing the tools and plans for staffing large scale Engineering and Construction projects.

Weekly in-person schedules will be determined by the individual and their supervisor, in consultation with functional or project leadership" #LI-RM1 

Major Responsibilities:
  • Support Functional Engineering Managers and Base org managers to:
  • Define and implement consistent approach to deployment of Infrastructure personnel by maximizing tools and processes.
  • Develop and utilize data analytics to monitor staffing on-time and planning for future projects
  • Work closely with Functional Management to facilitate strategies for filling gaps and take actions as needed.
  • Manage implementation of new staffing plans as prospective projects evolve.
  • Work with resource planning support, including project HR, to ensure the highest quality of data is maintained to maximize
  • SmartStaff and other forecasting dashboards.Identify gaps and take action to support resource management i.e., aging of hiring processes, new project ramp-up obstacles, project management team gaps.
  • Coordinate Engagement with employees on next assignments, having release conversations, etc. 

Additional Responsibilities:

  • Support FMs with information  for employee career development, provide functional Strategic Gap Analysis, coordinate functional part in Ethics and Compliance, Leadership and other functional training as needed.
  • Coordinate structured meetings with employees to discuss next assignment opportunities and provide guidance and mentoring for career advancement.
  • Facilitate functional staffing calls within Engineering function and GBU to provide internal and external staffing updates.Create functional position descriptions and basic requirements for requisitions.
  • Track function specific training program and certification and manage function’s training requirements and records
  • Support onboarding of employees in Engineering function globally
  • Support record and tracking of the mentoring program and engagement
Education and Experience Requirements:
  • Requires bachelor's degree (or international equivalent) and 8 -10  years of relevant experience or 12-14 years of relevant work experience​
Required Knowledge and Skills:
  • Preferred experience in supporting Engineering and Construction projects to best understand differing roles and responsibilities as they relate to effective personnel placement.
  • Preferred experience with HR processes and procedures, Talent Acquisition, Learning & Development, Performance management.
  • Demonstrated ability to lead and facilitate agreements within a team environment.Advanced interpersonal skills and creative solution and problem-solving skills.
  • Advanced presentation skills and written communication skills.Ability to adapt to changing work schedules to provide responsive support to deployed personnel.
  • Experience working with staffing databases i.e., SmartStaff, TalentWorks, Power BI, Excel applications will be preferred
  • Must be results oriented and must work independently and with strong sense of initiative.
