The Regional HR Director serves as a trusted strategic advisor and culture leader for the Union Region (William Charles Construction, Ragnar Benson, American Civil Constructors West Coast), within MasTec’s Clean Energy & Infrastructure (CE&I) segment.

The HR Director is a handson strategic partner to regional leadership, helping steer the business through rapid growth and change. This role is responsible for building strong teams, shaping culture, and aligning people strategies with operational and financial goals across a designated region.

This leader drives workforce and succession planning, employee relations, and the planning and execution of People & Culture programs that support a demanding, fieldbased construction environment. The HR Director ensures that policies and practices are applied consistently, legally, and in ways that support performance, safety, and engagement.

The role owns key people frameworks, including engagement survey action planning, performance management, development planning, and recruitment strategy. Partnering closely with regional leaders and People & Culture Centers of Excellence, the HR Director helps create a culture where leaders are accountable, employees are engaged, and the business is positioned to scale.

Location: This is an onsite position with travel, which will be based out of our Carmel, IN or Springfield, IL office. Travel will be up to 40%, or as needed based on business demands to visit projects and office locations for the region (IN, IL, CA states) this role supports.

  • Serve as a strategic People & Culture partner to regional and executive leadership, supporting business growth, operational performance, and organizational change
  • Lead workforce and succession planning initiatives aligned with longterm business strategy
  • Design and oversee core people frameworks, including performance management, engagement action planning, development planning, and recruitment strategy
  • Build strong partnerships across MasTec and CE&I People & Culture teams to drive consistency, compliance, and enterprise initiatives
  • Develop and sustain a strong, valuesdriven culture across the full employee lifecycle
  • Provide leadership on employee relations, compliance, and risk management, partnering with Legal and EHS as needed
  • Analyze workforce and market trends, providing insights and recommendations to senior leadership
  • Ensure compliance with federal, state, and local employment laws and company policies

Qualifications

  • 10+ years related experience and/or training
  • PHR/SPHR or SHRM-CP/SHRM-SCP preferred
  • Bachelor’s degree in Human Resources or a related field
