About the City Clerk
The City Clerk provides administrative, legislative, and research support to the mayor and City Council. The office is responsible for managing the legislative process, including the preparation, review, and processing of ordinances, resolutions, and related documentation. The City Clerk coordinates and supports weekly council meetings, business sessions, and committee meetings in accordance with established rules and procedures.
The City Clerk also works to support City Council committees by assisting with policy oversight in areas such as finance, governance, public safety, housing, economic development, infrastructure, and transportation; and ensures accurate recordkeeping, meeting coordination, and compliance with municipal procedures. Serves as a key liaison between elected officials, city departments, and the public while facilitating effective legislative operations and city governance.
The Chief Deputy City Clerk serves as the principal assistant and second-in-command to the City Clerk, ensuring continuity of operations and the smooth functioning of all legislative, administrative, and public-record responsibilities of the Clerks Office. The role combines leadership, statutory compliance, records management, and direct support to elected officials.
What youll do
- Acts as the City Clerk in their absence, assuming full authority and responsibility for all Clerk functions.
- Oversees daily operations of the Clerks Office, including workflow, staff assignments, and service delivery.
- Provides training, guidance, and performance oversight for Deputy Clerks and administrative staff.
- Ensures office procedures comply with city charter, ordinances, and state law.
- Coordinates preparation, review, and processing of ordinances, resolutions, committee reports, and legislative packets.
- Ensures accuracy, completeness, and proper formatting of all legislative documents before Council consideration.
- Manages the legislative calendar, deadlines, and publication requirements.
- Oversees the recording of Council actions and ensures official minutes are accurate and timely.
- Serves as a senior custodian of official city records, including: ordinances, resolutions, contracts, meeting minutes, petitions and administrative records
- Ensures compliance with Missouri Sunshine Law and public-records retention schedules.
- Oversees digitization, archival processes, and secure storage of permanent records.
- Responds to public inquiries regarding legislative actions, records, and meeting procedures.
- Coordinates responses to Sunshine Law requests, ensuring timely and lawful disclosure.
- Provides guidance to residents, businesses, and agencies on petition processes, filings, and public hearings.
- Provides direct support to the City Council, Mayor, and committees by: preparing agendas, publishing notices, recording proceedings, and certifying official actions
- Ensures compliance with open-meetings requirements and public-notice laws.
- Assists with parliamentary procedure and meeting logistics.
- Certifies official documents, including: ordinances and resolutions, election filings, petitions and affidavits and boundary changes for special districts (CID, TDD, TIF, etc.)
- Coordinates with state agencies (e.g., State Auditor, Secretary of State) on statutory filings.
- Ensures all legal deadlines and procedural requirements are met.
- Manages special assignments such as: initiative petition verification, district boundary amendments, codification updates, and election-related filings
- Assists in budget preparation and administrative planning for the Clerks Office.
- Represents the Clerks Office in interdepartmental meetings and external partnerships.
- Ensures uninterrupted Clerk operations during emergencies or absences.
- Maintains succession readiness and operational resilience for all Clerk functions.
Preferred Qualifications:
- An accredited Bachelors degree with major course work in public or business administration, political science or law and 5 years of municipal administrative experience, including two 2 years in a responsible staff supervisory position.
OR an equivalent combination of qualifying education and experience.
