The Wisconsin Department of Children and Families (DCF), Division of Safety & Permanence (DSP), Bureau of Safety & Well-Being (BSWB) is currently recruiting to fill two (2) Human Services Program Coordinator - Senior positions: Domestic Abuse (DA) Prevention Coordinator and Home Visiting (HV) Program Coordinator. This position may allow hybrid work for a portion of the work schedule up to 95% depending on the employee's preference and needs of the work unit. Any hybrid work flexibility that may be available will be discussed in more detail in the interview process.
For positions that do allow hybrid work flexibility, employees may need to report to a DCF office location on short notice. There is no mileage reimbursement when traveling to the headquarter location. Our DCF locations are in the following cities: Madison, Milwaukee, Green Bay, Eau Claire, and Rhinelander. Employees need to report to the 201 W. Washington Ave. Madison, WI office or the 635 N 26 St. Milwaukee, WI office on their first day for onboarding and orientation.

Position Summary
DA Prevention Coordinator is responsible for leading the Department of Children and Families' initiative to support the development implementation of the Domestic Abuse Program aimed at providing safety and support services for survivors of domestic abuse and their children. This is a complex, high visibility issue that involves cross-division and cross-systems collaboration, including coordination with local domestic abuse agencies, coalitions, training and technical assistance providers, tribes, advocates, survivors, and other state agencies. This position is responsible for advising Division policies, procedures, programs and training related to domestic abuse. In addition, the primary responsibilities include the administration and monitoring of DCF contracts with local domestic abuse agencies for the provision of domestic abuse services for survivors and children. Oversight includes subrecipient monitoring, site visits, and assisting in the procurement, evaluation, and support of grant funding and the implementation of services by agencies. This position is responsible for advising Division policies, procedures, programs and training related to domestic abuse. The position supports policy setting and strategic direction, changes and initiatives related to Wisconsin's child welfare system.

HV Program Coordinator is responsible for leading the Department of Children and Families' initiative to support the development implementation of the Family Foundation Home Visiting (FFHV) Program across the state. The FFHV Program, aimed at reducing child maltreatment, improving maternal and child health, and ensuring children are ready to learn upon kindergarten entry, is a primary driver in prevention and early intervention for improving the health outcomes for children. The primary responsibilities include administration and monitoring of all FFHV contracts with local agencies for the provision of FFHV home visiting services. The role includes cross-division and cross-systems collaboration, including coordination with educational systems, health and wellness partners, providers, counties, tribes, and other state agencies. This position is responsible for advising Division policies, procedures, programs and training related to home visiting. The role also provides oversight including subrecipient monitoring, assisting in the procurement, evaluation, and support of grant funding and the implementation of services by agencies. This position supports policy setting and strategic direction, change and initiatives, related to Wisconsin's child welfare system.

Salary Information
The starting salary is between $37.00 and $43.00 per hour ($76,960 and $89,440 annually), depending on qualification s. Pay for current State of WI employees will be based on the compensation plan in effect at the time of the appointment. Pay for current state employees who are transferring will be determined based upon the pay on transfer rules (higher level duties or equity) as outlined in the compensation plan in effect at the time of appointment.
This position is included in the classification of Human Services Program Coordinator Senior within the pay schedule/range is 07-03. A one-year probationary period may be required.
Job Details
Due to the nature of the position, final candidates may be required to allow DCF to conduct a security background check to determine whether the circumstances of any pending charges or convictions would be substantially related to the job being filled.

Qualifications
Minimally qualified applicants will have:
  • Experience supporting programs or organizational activities in a child welfare or related environment (teaching or correctional officer experience alone does not meet requirement, unless there are other qualifying experiences, etc.) . Support may include activities such as program coordination, partners engagement, policy development, quality improvement, technical assistance, community outreach, etc.
  • Experience preparing, writing, reviewing, implementing, and/or evaluating contracts OR managing grant proposals.
  • Experience working with trauma-informed, family support services, prevention, and/or other related community resource programs
Well-qualified applicants will have:
  • Experience administering programs in domestic abuse, assault, child maltreatment or home visiting.
  • Experience administering prevention resources in child welfare, family support and early childhood systems that focus on building resilience, understanding the impact of trauma, and supporting families.
  • Experience working within public administration, state budgeting, accounting, procurement, and/or fiscal management procedures.
  • Experience advocating for the organization and/or collaborating with community partners or coalitions (state, tribal, local agencies, contracted agencies, etc.).
