Position Overview

Think Tank Inc. is seeking one (1) Program Manager to serve as the central point of contact between Think Tank Inc. and the Government for the NMFS GARFO Protected Resources Division Program Support Services contract. The Program Manager is responsible for the management of all assigned contractor personnel, overall coordination of the contract, quality control of all deliverables, and ensuring that all tasks stay on track and milestones are met throughout the Period of Performance. This is a fully remote, full-time position (40 hours/week; approximately 2,080 hours/year). Anticipated start date: September 1, 2026, contingent upon contract award.

Key Responsibilities

  • Serve as the primary point of contact with the Government; interact directly with the Contracting Officer's Representative (COR) regarding all aspects of contract administration.
  • Have authority to represent and commit ThinkTank Inc. in all dealings with the Government.
  • Manage all assigned contractor personnel across Tasks A through D, including supervision, scheduling, and performance oversight.
  • Plan, structure, coordinate, schedule, manage, communicate, report, and steward all work activities throughout the Period of Performance (POP).
  • Establish and maintain control, management, monitoring, and notification mechanisms for all task order requirements.
  • Work with the COR to ensure that tasks stay on track and that milestones are met.
  • Employ quality control review methods, procedures, and documentation to ensure all work is in accordance with acceptable professional standards and reduces errors and omissions.
  • Ensure all deliverables are submitted on time and meet the quality standards set forth in the Performance Requirements Summary (PRS) and Quality Assurance Surveillance Plan (QASP).
  • Ensure staffing levels are maintained in accordance with the contract; provide advance notice and qualifications for any proposed personnel substitutions at least 15 business days prior to changes.
  • Coordinate onboarding of new personnel including background investigations, PIV/CAC credentialing, NOAA IT access, and required training completion within 30 days of award and maintain up-to-date training annually.

Minimum Qualifications (Required)

Education

  • Bachelor's degree in environmental science, business, program management, or a related field.

Experience

  • 5+ years of experience in program or project management, preferably in a government contracting environment.
  • Experience managing multi-person teams on federal contracts.
  • Demonstrated ability to coordinate across multiple programs and tasks simultaneously.

Skills

  • Strong leadership, organizational, and communication skills.
  • Proficiency in project management tools and Microsoft Office Suite.
  • Knowledge of FAR contract requirements, invoicing, and deliverable reporting.
  • Ability to interface professionally with government clients at all levels.

Preferred Qualifications (Desired)

  • PMP or equivalent project management certification.
  • Prior experience managing ProTech Fisheries Domain or similar NOAA/NMFS contracts.
  • Familiarity with ESA, MMPA, Magnuson-Stevens Act, and NEPA regulatory frameworks.
